The Board of Supervisors of the Township of Hellam, in partnership
with the Borough Council of the Borough of Hallam and the Board of
Supervisors of the Township of Lower Windsor, hereby agrees to organize
a joint authority under the Authorities Act to be known as the "Eastern
York Recreation Authority."
The Eastern York Recreation Authority shall have such purposes
and powers as set forth in the Authorities Act, including but not
limited to providing educational, charitable and/or community programs
and services; financing working capital, acquiring, holding, constructing,
financing, improving, maintaining and operating, owning or leasing,
either in the capacity of lessor or lessee, projects and providing
financing for insurance reserve; and any other lawful purpose for
any projects relative to parks, recreation, grounds and facilities,
as set forth in 53 Pa.C.S.A. § 5607(a)(4) of the Authorities
Act.
The Chairman of the Board of Supervisors and the Secretary of
the Township of Hellam (the "Township Secretary") are hereby authorized
and directed to execute the articles of incorporation on behalf of
the Township of Hellam for the Eastern York Recreation Authority.
The Township Secretary or such other appropriate officer of
the Township of Hellam is hereby authorized and directed to cause
notice of the substance of this chapter, as enacted and adopted, as
well as the articles of incorporation to be published as required
by the Authorities Act.
The Township Secretary or such other appropriate officer of
the Township of Hellam, in coordination with the appropriate officers
of the Borough of Hallam and the Township of Lower Windsor, is hereby
authorized and directed to file such articles of incorporation and
the necessary proofs of publication with the Secretary of the Commonwealth
of Pennsylvania and to do all other things necessary to effectuate
the incorporation of the Eastern York Recreation Authority, including
the payment of the Township of Hellam's portion of any and all
required filing fees.
The following named persons are appointed as the first members
of the Board of the Eastern York Recreation Authority, which represent
the members of the Board as appointed by the Township of Hellam, for
the following initial terms of office:
