The Agreement, a copy of which is attached hereto and incorporated
herein by reference,[1] is hereby ratified and approved pursuant to the Intergovernmental
Cooperation Act, 53 Pa.C.S.A. § 2301 et seq.

The purpose of this Agreement is to provide animal control services
in Upper Southampton Township while providing efficiency in the costs
of providing those services through intermunicipal cooperation.
The terms of the Agreement, including (1) Administration and
Organization; (2) Responding to Calls; (3) Impoundment; (4) Release
from Impoundment; (5) Insurance; (6) Financing; (7) Employment; (8)
Termination of Services; (9) Notice; (10) Indemnification; (11) Omission
or Delay; (12) Choice of Laws/Venue; (13) Successors and Assignees;
(14) Entire Agreement/Severability; (15) Amendment; (16) Counterpart
Signatures; are set forth in the attached Agreement as Appendix "A"
and incorporated in this article as though set forth in full.
The Township Manager is hereby authorized to execute all documents
and perform all necessary actions to cause the Township to enter into
the Agreement, the terms of which are officially adopted through the
enactment of this article.
All ordinances or parts thereof inconsistent with this article
are hereby repealed to the extent of the inconsistency.
The provisions of this article are declared to be severable.
If any provision of this article is determined by a court of competent
jurisdiction to be invalid or unconstitutional, such determination
shall have no effect on the remaining provisions of this article or
on the Agreement or its validity.
This article shall be effective five days following its legal
enactment.
