The Board of Trustees of the Westfield Memorial Library shall
consist of nine members, one of whom shall be the Mayor, one of whom
shall be the Superintendent of Schools of Westfield and seven citizens,
all of whom shall be residents of the Town.

All members of the Board of Trustees of the Westfield Memorial
Library shall be appointed by the Mayor with the consent of the Town
Council. Three citizens members of the board shall be appointed for
a term of five years, the other four citizen members shall be appointed
for terms of one, two, three and four years respectively. The Mayor
and the Superintendent of Schools, serving as a member of the board,
may, respectively appoint an alternate to act in his place and stead
with authority to attend all meetings of the board and in his absence
to vote on all questions before the board.
