No person, on any public or private property, except property
owned by the party against whom the enforcement is sought, in the
Town of Dudley, shall deposit, drop or throw upon such public or private
property, except property owned by the party against whom the enforcement
is sought, and suffer to remain there, rubbish or refuse unless it
is deposited, dropped or thrown into a receptacle provided for the
purpose or unless such activity is pursuant to a lawful permit or
license issued by the Town of Dudley or the Commonwealth of Massachusetts.

The penalty for violation of this bylaw shall be as provided in § 1-5 of the General Bylaws.
