The term "Administrative Authority" as used in this Chapter, including the Plumbing Code adopted by and made a part of this Chapter, shall be construed to mean the officer designated by the Mayor, with the consent and approval of a majority of the members elected to the City Council, to exercise the powers and perform the duties prescribed for the Administrative Authority by this Chapter and the Plumbing Code; provided, that in the absence of such designation the Building Official shall be deemed to be such Administrative Authority.

The Administrative Authority shall make all inspections and tests required or authorized by this Chapter, including the Plumbing Code adopted by this Chapter.

The Administrative Authority, in discharge of his/her/her official duties and upon compliance with any applicable provision of law, and upon proper identification, shall have the right to enter any premises for the purpose of inspecting any plumbing system at such times as may be reasonably necessary to protect the public health or conserve the City water supply.

The City reserves the right to inspect the plumbing in any premises, and if not found to be in conformity to the provisions of this Chapter the City shall have the right to refuse to turn on the water until after all objectionable or improper work has been corrected.
