No person shall do any plumbing work in the City in connection with the City Waterworks by altering or extending any water pipe or fixture, or make any connection with the mains or service pipes used in connection with the City Waterworks System, or do any plumbing in connection with any water connections or bathroom or kitchen system, unless he be a plumber regularly licensed by the City.

Before a City plumber's license is issued to any applicant therefor the applicant shall file with the City License Officer a petition requesting permission to do such work and agreeing to be governed by the provisions of this Chapter and such further rules and regulations as may be adopted by the City Council relative to plumbing. He/she shall accompany such petition with satisfactory evidence that he/she is a competent plumber and master of his/her trade.

For each City plumber's license the applicant shall pay a license tax of twenty-five dollars ($25.00) per year, payable in advance.

It shall be unlawful for any person to engage or attempt to engage in the plumbing business in this City without first obtaining a City license so to do.

It shall be unlawful for any plumber to allow the use of his/her name by any other person, directly or indirectly, either to obtain permits or do any other work under license.

Any licensed plumber who shall recommend an improper person as a skilled plumber possessing the qualifications and entitling him/her to a license, knowing such recommendation to be false, shall forfeit his/her own license.

If any plumber licensed by the City fails to comply with the provisions of this Chapter or other rules or regulations of the City Council relating to plumbing, or with the rules and regulations of the City Waterworks, his/her license shall be suspended or revoked by the City Council and such plumber shall not be allowed to do further plumbing business in the City until all damages, if any, are covered and full satisfaction rendered.

In every case where water has been left on by a plumber in violation of this Chapter, and in every case where fixtures are attached or extensions made, or fixtures are found to be otherwise than as shown on the "plumber's return," or any provision of this Chapter or applicable rules and regulations thereunder are wilfully violated by the plumber, such plumber shall be deemed guilty of an offense against this Section, and he/she shall also forfeit his/her license if the City Council so elects.
