A. 
The Street Commissioner shall possess a practical knowledge of the latest generally accepted methods of street improvements and of the work and material required and tools used in the opening, widening, grading and draining the streets and alleys; also a practical knowledge of the work to be done and materials used in the construction of drains, culverts, bridges and sidewalks, and shall be competent for any of such work and to make estimates of the cost thereof.
B. 
In addition to the oath prescribed for City Officers, the Street Commissioner shall take an oath that he/she is not, and will not be during his/her term of office, either directly or indirectly interested in any contract with this City for any public work or any material furnished.

A. 
The Street Commissioner shall have general charge of the streets, avenues, alleys and other highways and sidewalks of the City, and shall superintend all work thereon and the repairs thereof.
B. 
The Street Commissioner shall cause all persons violating any of the provisions of this Chapter to be prosecuted for such violation.
C. 
The Street Commissioner shall superintend and direct all labor required to be done in the opening, widening, grading, guttering, paving or other improvement of any street, alley, sidewalk or thoroughfare of this City, except where ordinances authorizing such work specify supervision by the City Engineer. He/she shall give his/her attention to and direct the labor employed in the construction of any building, bridge, culvert, drain or storm sewer, or in the improvement of any public park or cemetery, or other public place, whenever so required by any ordinance or resolution of the City Council.
D. 
The Street Commissioner shall see that all streets, alleys, sidewalks, gutters, drains and other public places are kept free from obstructions, and in a cleanly condition, and he/she shall cause to be removed from all sidewalks and street crossings any accumulation of snow, ice, mud, filth or offensive matter, or anything calculated to impede free and unobstructed passage of pedestrians.
E. 
The Street Commissioner shall see that all sidewalks in the City are kept in good condition and repair, and shall at any time report through the Mayor to the City Council, for their information and action, what new sidewalks in his/her judgment should be constructed.
F. 
The Street Commissioner shall see the conditions of all contracts with the City for any kind of street work or street improvements or for the construction and repair of any building, bridge, culvert, drain, or sewer, or for any other public work or improvement, are faithfully complied with in every particular, except in those cases wherein such responsibility is vested in the City Engineer.
G. 
The Street Commissioner shall take care that no damage shall accrue to any street or other City property in consequence of any unauthorized excavation, or by reason of any excavation, made for the purpose of laying water or gas mains or pipes or from the laying of any railway track. When such excavations are refilled, he/she shall see that the work of refilling the holes and restoring of the pavement is done in a proper manner and without injury to the City or to any person.
H. 
At each regular meeting of the City Council the Street Commissioner shall submit, in writing, an itemized and detailed report of the work done by him/her during the preceding month, specifying the character of the work, when and where performed, the number of men and vehicles employed, days service rendered by each, prices paid per day, material and tools purchased, and the cost thereof, and the total expenditures or obligations for the payment of which the City is liable.
