This article shall be known as and may be cited as the "Pine Grove Supplemental Parking Ordinance."
No truck, trailer, semitrailer, or truck tractor, and no commercial vehicle or combination thereof, as to which vehicle the registration card issued therefore indicates a classification based on a permitted maximum gross weight of 16,500 pounds or more, shall be permitted to park or left standing on any public streets or highways of the Borough of Pine Grove except in the following situations:
A. 
During a period of rest or refreshment of the operator of such vehicles for a period not in excess of one hour.
B. 
While loading or unloading, including any additional period necessary in order to obtain access to place of business for purpose of shipping and receiving.
It shall be the duty of the peace officers of the Borough, acting accordance with instructions of the Chief of Police, to report all violations of any provisions of this article indicating:
A. 
The section thereof violated;
B. 
The date and hour of such parking violation;
C. 
The state license number of such vehicles;
D. 
Any other facts, the knowledge of which shall be necessary for a full understanding of the circumstances attending such violation.
E. 
Every such peace officer shall also place upon such vehicle a notice to the owner or operator thereof, that such vehicle was parked in violation of the provisions of this article, and instructing such owner or operator that he shall report to the office of the Chief of Police and pay, for the use of the Borough, the sum of $20 within 48 hours after the time of such notice, or if he shall place such sum of $20 enclosed within the envelope provided and return to the Office of the Chief of Police or Borough Office within the forty-eight-hour time limit, the same shall have saved such violator from prosecution. The owner or, operator shall be liable for the necessary postage if he mails said fine to the office of the Chief of Police or Borough Office of Pine Grove.
Any person violating any of the provisions of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not less than $25 or more than $50 and costs of prosecution, and in default of payment of such fine and costs, to undergo imprisonment for not more than five days.
