Self-propelled wheelchairs, electrical mobility devices operated by and designed for the exclusive use of a person with a mobility-related disability, or those devices used for medical purposes only, including those devices known as "motorized scooters" or "scooters," shall be permitted to be operated on Borough sidewalks and crosswalks. This does not include those "scooters" or "motorized scooters" that are not used for medical purposes or that have not been operated by and designed for the exclusive use of a person with a mobility-related disability.
Bicycles shall be permitted to be operated on Borough sidewalks and crosswalks so long as each bicycle has a horn device.
All bicycle operators must utilize aforementioned horn device prior to passing any pedestrian on a Borough sidewalk or crosswalk.
Any bicycle operator who operates a bicycle on a Borough sidewalk or crosswalk between dusk and dawn must utilize a sufficient lighting device that is visible to all pedestrians or vehicle operators.
Any person in violation of this article shall, upon conviction thereof before a Magisterial District Judge, be sentenced to pay a fine of no more than $300, nor less than $25 plus costs, and in default of payment of such fines and costs, to be imprisoned in the county jail for not more than five days at the discretion of the Magisterial District Judge and a like fine or imprisonment shall be imposed upon any person aiding or abetting in the violation of the intent and purpose of this article.
All ordinances or parts of ordinances inconsistent shall be in the same expressly repealed.
In the event any provision, section, sentence, clause or part of this article shall be held to be invalid, such invalidity shall not affect or impair any remaining provisions, sections, sentences, clauses or parts of this article, it being the intent of this Borough that such remainder shall be and shall remain in full force and effect.
