No person shall attach any sign, advertisement or notice to
any tree or shrub in any public street or other public place in the
Township.
No person shall plant any tree or shrub in any public street
or other public place without having first obtained a permit therefor.
Applications for such permits shall be made to the Secretary of the
Township of Stowe. All trees and shrubs to be so planted shall be
placed subject to the directions and approval of the Public Works
Department.
No person shall remove or cut down any tree or shrub in any
public street or other place without having first obtained a permit
therefor. Application for such permit shall be made to the Public
Works Department and done in accordance with plans and specifications
issued by the Public Works Department. The Commissioner in charge
of the Public Works Department is authorized to issue annual permits
to those companies regularly engaged in the business of cutting or
trimming trees.
Whenever the limbs, branches or other tree parts on private
property extend over or into any public street so as to interfere
with its free and unintercepted use or obstruct a streetlight or interfere
with fire alarm wires, the Public Works Department may give notice
to the owner, agent or occupant of such property to trim such trees
within the time specified in the notice.
If the owner, agent or occupant who is served with notice fails
to comply with the terms of such notice within the time prescribed,
the Public Works Department may trim or detach any limbs, branches
or other tree parts. Upon completion of the work required to be done
under the terms of this section, the owners of the premises upon which
such work was done shall be billed for the work performed by the Township.

Whenever the Public Works Department determines that any tree on
any private premises in the Township is in danger of falling in or
across any public street or is a danger to public safety because of
decay or lack of proper support, the Public Works Department may notify
the owner or other person in control of the property where any such
tree is located that it is the duty of such person to remove, prune
or cut down such tree or part in accordance with directions of the
Public Works Department.

If the affected owner does not comply with the directions of the
Public Works Department, the said Department may cause the required
work to be done, thereafter rendering a bill to the affected owner
for costs of services and materials resulting from such work.

Any person, corporation, partnership, association, entity or
individual violating any provision of this chapter shall be subject
to a fine of not less than $25 and not more than $1,000 per day. Upon
default of payment of said fine and costs, any such violator shall
be subject to imprisonment for a period not exceeding 30 days.
