The Council of the Town of Windsor finds and declares that:
(a) 
No person shall conduct or operate within the Town of Windsor a bingo game, as defined in § 7-170 of the Connecticut General Statutes, as amended by Public Act 17-231, or a bazaar or raffle, as defined in § 7-170 of the Connecticut General Statutes, without a permit issued by the Police Chief.
(b) 
Any person who obtains a bazaar or raffle permit from the Police Chief may also operate a 50-50 coupon game, cow-chip raffle, teacup raffle, duck-race raffle, frog-race raffle, golf-ball-drop raffle or tuition raffle, provided such person complies with the provisions of §§ 7-170 through § 7-186, inclusive, as amended by Public Act 17-231.
(c) 
All permit application requirements and operational standards for such bingo, bazaar or raffle shall be consistent with the provisions of §§ 7-170 through 7-186, inclusive, of the Connecticut General Statutes, as amended by Public Act 17-231.
(d) 
All enforcement policies and penalties for violations of the provisions of this section shall be as set out in §§ 7-170 through 7-186, inclusive, of the Connecticut General Statutes, as amended by Public Act 17-231.
(e) 
The fees for such applications shall be based on the fee structure established in the Price Guide and shall be paid at the time of application.
The enactment of this article shall not operate as an abatement of any action or proceeding previously taken, now pending, or taken prior to the effective date of this article. All said actions and proceedings are hereby ratified to be continued.
All provisions of the Town Code in conflict herewith are hereby repealed; and if for any reason any word, clause, paragraph, or section of this article shall be held to make the same unconstitutional, this article shall not hereby be invalidated, and the remainder of the article shall continue in effect. Any provision herein which is in conflict with the Connecticut General Statutes is hereby repealed, it being understood that said statutes shall take precedence over this article.
This article shall become effective 10 days after publication in a newspaper having circulation in the Town of Windsor.
