There shall be an official flag for Otero County as described
in this article. The flag shall be used for all purposes, including
as a civil flag, a government flag, a naval ensign, and a civil ensign.
The flag of Otero County shall be a rectangle whose length shall
be twice its width.
The flag of Otero County shall have the design described in
this section.
A.
Obverse.
(1)
Division of field. The field shall be divided into two right triangles
of equal area by a diagonal line running from the top corner of the
hoist side to the bottom corner of the fly side. The upper half of
the field shall be divided into two triangles by a line running diagonally
from the upper corner of the hoist side and running to the hypotenuse
of the triangle forming the lower half of the field. The uppermost
of these smaller triangles shall be cyan and the other shall be white.
The lower half of the field shall be yellow.

Zia symbol. The yellow triangle shall be defaced by the Zia sun symbol
in red. The Zia sun symbol shall be positioned to that an imaginary
diagonal line running from the top corner of the fly side to the bottom
corner of the hoist side shall touch the end of the uppermost of the
two inner rays of the group closest to the fly. The Zia sun symbol
shall be identical in design to that used on the flag of the State
of New Mexico and drawn as follows:
(a)
The entire symbol shall be 1/6 of the length of the flag;
(b)
It shall have four groups of rays set at right angles to each
other, one pair of the rays being parallel to the hoist side of the
flag, the other pair being perpendicular to it;
(c)
Each group of rays shall have four rays, the two inner rays
of each group being 1/5 longer than the outer rays of the group; and
(d)
The diameter of the circle in the center of the symbol shall
be 1/3 of the width of the symbol.
B.
Reverse. The flag shall be the mirror image of the obverse.
The color white represents the gypsum sand dunes of the White
Sands National Monument, located in Otero County. The cyan represents
the mineral turquoise, which is the state gem of New Mexico and has
been mined in Otero County. The colors red and yellow represent the
flag of the State of New Mexico, whose colors in turn are that of
Spain.
