Any individual, group, organization, firm, corporation or other
entity which desires to hold a protest, demonstration, or rally must
obtain a permit for their protest, demonstration, or rally. Requests
for a permit should be directed to the City Clerk. Those desiring
to obtain a permit under this Section shall provide the City Clerk
with the dates on which their event will occur, as well as the number
of individuals who will be involved in the event. Approval for the
permit shall be given by the Board of Aldermen after any reasonable
time, place, and manner restrictions have been adopted as a condition
of issuing the permit. If the protest, demonstration, or rally is
to occur on private property, individual, group, organization, firm,
corporation or other entity is solely responsible for obtaining permission
from the property owner where the event is proposed to occur. The
issuance of a permit under this Section does not give any individual,
group, organization, firm, corporation or other entity permission
to trespass on private property for their event.
