Except in the case of dogs which, by reason of their age, are not required to be licensed, no person shall own or harbor a dog within the Village of Dering Harbor unless such dog is licensed by the Town of Shelter Island as required by the Agriculture and Markets Law of the State of New York.
No person who is the owner, harborer, or in charge of a dog shall permit his dog or a dog of which he has charge to be upon the public or private places of the Village, other than the premises of the owner, harborer, or person in charge, unless such dog is leashed and under the charge and care of a person able to control the dog while leashed.

The Village of Dering Harbor may cause any dog found within the Village limits in violation of this article to be seized, held and offered for adoption or euthanized or otherwise disposed of pursuant to the rules and regulations therefor as provided by Agriculture and Markets Law § 117.

Except as otherwise provided for in § 118 of the Agriculture and Markets Law, the violation of any of the provisions of this article by the owner, harborer or person in charge of a dog shall constitute an offense and any person found to be guilty of such violation shall be subject to a fine of not to exceed $250.
This article shall take effect immediately.
