[1973 Code § BH:2-1]
This chapter shall be known and may be cited as the Administrative Code of the Board of Health of the Borough of Roseland and is herein referred to as "the code."

There shall be a Secretary of the Board of Health who shall be responsible to the Board.

The Secretary of the Board of Health shall be appointed by the Board for a term of one (1) year.

There shall be a Health Officer or a Registered Environmental Health Specialist of the Board of Health who shall be responsible to the Board.

The Health Officer or the Registered Environmental Health Specialist shall be appointed by the Board of Health for a term of one (1) year.

When appointed by the Board, there shall be special health reporting officers of the Board of Health who shall promptly report to the Board every violation of health ordinances, rules and regulations which may come within their observation or knowledge. These shall mean and include regular and Special Law Enforcement Officers and superior officers of the Borough Police Department, the Construction Official the Health Officer, the Secretary of the Board of Health or any other official authorized by the Board of Health to enforce this code and ordinance.

There is hereby established a Board of Examiners consisting of the Health Officer and the Plumbing Subcode Official, which shall cause examinations to be conducted for the purpose of determining the qualifications and ability of applicants for licenses to engage in the business of installing, cleaning or repairing septic tanks, or the construction of other places used for the reception or storage of sewage.

The Board of Examiners shall conduct such examinations at least twice a year and at intervals not exceeding six (6) months, provided an application is on file.

No person shall be admitted to an examination for a license unless it appears from his application that he is at least twenty-one (21) years of age, is a citizen of the United States, and has had at least two (2) years of experience in the business of installing septic tanks or constructing other places for the reception or storage of sewage. Upon filing his application, each applicant shall pay a fee of ten ($10.00) dollars.

Every examination shall test the applicant's knowledge of and familiarity with the Standards for the Construction of Sewage Facilities for Realty Improvements, promulgated by the New Jersey State Commissioner of Health on December 7, 1954, pursuant to N.J.S.A. 58:11-23), known as "The Realty Improvement Sewerage and Facilities Act (1954)," and such other standards as may from time to time be promulgated by the State Commissioner of Health pursuant to such act, or any amendment thereof or supplement thereto.

The Board of Examiners shall make its recommendations in writing to the Board of Health relative to the issuance or denial of a license to the applicant who has taken an examination.
