Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or allow it to remain
parked otherwise.

It shall be unlawful for any person to park on any street or
alley within the Borough of Royersford a trailer, recreation trailer,
house trailer or boat trailer, as said terms are defined in the Vehicle
Code, Title 75, Pa.C.S.A., as amended, or any truck camper body, when
any of the foregoing are not attached to or mounted upon a "motor
vehicle" as said term is defined in the Vehicle Code, Title 75, Pa.C.S.A.,
as amended.

A. Definitions.
For purposes of this section, the following phrases and words shall
have the meanings indicated:
ELECTRIC VEHICLE
A vehicle that operates, either partially or exclusively,
on electric energy from a charging station or other electric energy
source that is stored in the vehicle's battery for propulsion purposes.
"Electric vehicle" includes: a battery electric vehicle; a plug-in
hybrid electric vehicle; a neighborhood electric vehicle; and electric
scooters or electric motorcycles.
B. Designation
and use of public parking spaces for charging of electric vehicles.
(1) Public
parking spaces for charging of electric vehicles. The Borough may
designate parking spaces for use as electric vehicle charging stations.
(2) Use
of said charging stations. Use of said charging station spaces shall
be limited and restricted as follows:
(a) It shall be unlawful for any person to park or leave standing a vehicle
in a stall or space in the designated space unless the vehicle is
an electric vehicle and is connected for electric charging purposes;
(b) Nonelectric vehicles are prohibited from parking in charging station
spaces; and
(c) Electric vehicles are authorized to park in spaces designated as
charging station spaces only during the time the vehicles are connected
for electric charging purposes. When the vehicle is no longer charging,
the owner or operator of said vehicle shall be required to remove
the vehicle from the charging station space.
C. Designation
of public spaces for charging stations. Designation of locations for
charging stations will be determined by the Borough and adopted by
resolution.
D. Charging
station fees. The fee to use parking spaces within the Borough identified
as charging station spaces shall be determined by the Borough and
adopted by resolution.

A. Any person who violates any provision of this Article
IV shall, upon conviction, be sentenced to pay a fine and costs, in accordance with the schedule below, provided that it shall be the duty of the police officers and of parking enforcement personnel of the Borough of Royersford to report to the appropriate official all violations of any provisions of this Article
IV, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place, and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Article
IV. The notice shall contain instructions to the owner or driver of the vehicle that if he or she will report to the office of the Borough Manager and pay the fine within eight days after the time of the notice, or if he or she will place the appropriate sum, enclosed within the envelope provided, in any of the special parking fine boxes installed at various locations within the Borough of Royersford, or mail said sum to said Police Department, that act will save the violator from prosecution and from payment of the fine and costs prescribed.
B. Notwithstanding any provision in this chapter to the contrary, the

A. As used in this section, the following terms shall have the following
meanings:
RESIDENT
A person who occupies real estate within a residential district
as his principal residence.
RESIDENTIAL AREA
A contiguous or nearly contiguous area containing public
highways or parts thereof abutted by residential property.
RESIDENTIAL PARKING PERMIT AREA
A residential area where curbside parking on public highways
is restricted as set forth in this chapter on specified days during
hours fixed by the Mayor and, as the case may be, by the Borough Council
to not more than one or two consecutive hours, as the case may be,
unless the vehicle properly displays a parking permit authorized by
this chapter.
B. Designation of permit area.
(1) The Borough Council is hereby empowered to determine whether a residential
area, or portion thereof, may be designated or may continue to be
designated a residential parking permit area. The decision of the
Mayor and Borough Council shall become effective by ordinance.
(2) The residential areas designated by the Council are eligible for
a residential parking permit program, provided that the following
requirements are met:
(a)
The Council shall, by motion, vote whether to designate the
residential area or portion thereof under consideration as a residential
parking permit area and, if the area be so designated by ordinance,
the Council shall, in such ordinance and in accordance with this subsection,
fix the hours and days when the restriction on curbside.
(b)
Public notice to residents of the designation of the residential parking permit area shall be given in the manner set forth in Subsection
D, below.
C. Curbside parking time limit.
(1) Within a designated residential parking permit area, curbside parking on public highways by persons without permits shall be limited to not more than one or two hours, as the case may be, between 8:00 a.m. and 6:00 p.m., Monday through Friday, excluding holidays falling between Monday through Friday, or between the hours specified in Subsection
I hereof. The Council may change the times of parking or the days of parking based on the circumstances of the curbside parking needs of the particular residential area involved.
(2) After designation of a residential parking permit area, the hours
of the day during which the restriction on curbside parking by vehicles
without permits shall be in effect shall be subject to change from
time to time upon recommendation by the Borough Manager and Borough
Council ordinance.
D. Notice to residents. Following the Council's affirmative vote to designate a residential parking permit area pursuant to Subsection
B(2)(a), the Borough Manager, or his designee, shall publish two times in a newspaper of general circulation in the Borough a notice containing the following:
(1) The existence, exact location and numerical designation of the parking
permit area.
(2) The parking restrictions applicable to all vehicles in curbside parking
space, along public highways in the designated area which do not properly
display a parking permit authorized by this chapter.
(3) The procedures to obtain information regarding the acquisition of
permits.
E. Permit issuance; application.
(1) A residential parking permit shall be issued on the basis of one
permit per vehicle registered to an address in the approved block,
up to a maximum of four vehicles per household.
(2) The application for the residential parking permit shall contain
the following information:
(a)
The name and residential address of the owner of the vehicle.
(b)
The make, model and registration number of the vehicle.
(c)
The signature of the applicant for the residential parking permit.
(3) Upon the applicant's submission of a completed and validated residential
parking permit application and applicant's fulfillment of all applicable
provisions of this chapter controlling issuance of residential parking
permit, the Borough shall issue and the applicant shall receive one
residential parking permit for the vehicle described in the application.
Such residential parking permit shall be displayed prominently, in
the front left windshield of the vehicle, or in such other place as
the Borough Manager may direct in writing.
(4) A vehicle shall be issued a residential parking permit only if it
displays a valid state license and current inspection certificate.
F. Use of parking permits; violations.
(1) A parking permit shall not guarantee or reserve a parking space within
a designated residential parking permit area. A parking permit shall
not authorize the standing or parking of any vehicle in such places
and during such times as the stopping, standing or parking of vehicles
is prohibited or set aside for specified types of vehicles and shall
not excuse the observance of any traffic regulation other than the
parking time limit enforced in the residential parking permit area.
(2) Whenever the holder of a parking permit or the vehicle for which
the parking permit was issued no longer fulfills one or more of the
applicable provisions of this chapter controlling issuance of parking
permits, the holder shall notify the Borough, which then shall direct
the holder to surrender the parking permit.
(3) Until its surrender or revocation, a parking permit shall remain
valid for such time as the holder continues to reside within the designated
residential parking permit area.
(4) A parking permit shall be valid only in the parking permit area for
which it is issued.
(5) It shall be a violation of this chapter for the holder of a parking
permit to fail to surrender it when directed to do so.
(6) It shall be a violation of this chapter for any person to represent
in any fashion that a vehicle is entitled to a parking permit authorized
by this article when it is not so entitled. The display of a parking
permit on a vehicle not entitled to such a parking permit shall constitute
such a representation.
(7) It shall be a violation of this chapter for any person to duplicate,
by any means, a parking permit authorized by this chapter. It shall
also be a violation of this chapter for any person to display on any
vehicle such a duplicate parking permit.
G. Visitor parking permit.
(1) Upon application of any resident of a residential parking permit
area, the Borough shall issue a visitor parking permit to the resident
for a visitor's vehicle, to be limited to the residential parking
permit area in which the applicant resides.
(2) For the purpose of this section, the resident shall be the holder
of and responsible for the use and misuse of the visitor parking permits
issued to him/her.
(3) The visitor permit is to be used only while visitors are actually
visiting the household to which the permit was issued.
(4) Any violation of the permitted use of the visitor permit shall be
grounds for the immediate termination of the permit. Any violation
shall be determined solely by the Borough.
(5) This section shall become effective upon enactment.
H. Violations and penalties. Any person who violates Subsection
F or
G, curbside parking, of this section, shall pay a fine of $25; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the Magisterial District Judge all violations of Subsections
F and
G, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts which might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of Subsection
F or
G, as the case may be. Any person violating any other provision of this chapter or the regulations promulgated hereunder shall, upon conviction thereof in a summary proceeding, be fined $25 for each violation and, in default of payment of any fine so imposed, shall be imprisoned for a period not to exceed 10 days for each violation.

A. Pursuant to 75 Pa.C.S.A. § 3354(d)(2), these regulations
are hereby adopted to provide a person with a disability or a severely
disabled veteran with a sign indicating that an on-street parking
space is reserved for a person with a disability or a severely disabled
veteran. (Applicants with available off-street parking are not eligible
and will not be considered for a reserved on-street parking space.)
B. A person requesting a reserved on-street parking space for a person
with a disability or a severely disabled veteran shall file an application
with the Borough. The Public Safety Committee, in consultation with
the Mayor and Chief of Police, shall review all applications. Any
application that does not meet the criteria of this section shall
be returned as "not approved." Otherwise, the Committee shall refer
the application to the Borough Council for consideration.
C. The Borough Council shall consider the following criteria when reviewing
a request of a person with a disability or severely disabled veteran
for a reserved on-street parking space:
(1) The applicant shall be a resident of the Borough.
(2) The applicant shall provide evidence that he or she qualifies as
a person with a disability or a severely disabled veteran. Such evidence
may include a written statement or letter from a physician addressing
the applicant's medical condition and prognosis or anticipated duration
of the disability. Additionally, the applicant must provide confirmation
that he or she has been issued a license plate or placard pursuant
to the Pennsylvania Motor Vehicle Code as a person with a disability
or severely disabled veteran.
(3) No more than one reserved parking space shall be provided per residential
dwelling.
(4) Efforts to accommodate legitimate needs for reserved, on-street parking
spaces shall be balanced with the needs of all users of Borough roadways
and with the parking needs of other residents in the neighborhood.
For example, the Borough may limit the number of reserved, on-street
parking spaces on a particular street if there is already a limited
number of on-street spaces available. A reserved on-street parking
space will not be designated if it creates a safety hazard, traffic
problem or undue hardship on other residents or visitors.
D. Upon approval of the application, the Borough will erect appropriate
signage indicating that the parking space is reserved for a person
with a disability or a severely disabled veteran. The signage shall
be erected as close to the applicant's residence as possible, as determined
by Borough officials.
E. The designated parking space shall be valid for a maximum of one
year, on a calendar-year basis. A designated parking space for a person
with a disability or severely disabled veteran will expire on December
31 of each year. Any person wishing to renew the parking space shall
submit an application to the Borough by October 1 of each year. Borough
Council consideration of an application shall be made within 90 days.
F. The Chief of Police shall maintain an inventory of all designated
parking spaces for persons with a disability or severely disabled
veterans.
G. The applicant shall notify the Borough if he or she no longer has
a need or qualifies for a parking space and sign, if he or she has
moved or if he or she no longer is a disabled person or is a disabled
or severely disabled veteran.
