A. 
The purpose of this Article is to provide procedures for residents of the Township to request the installation of speed humps as a traffic calming technique on certain qualifying streets with the Township and to provide guidelines for the installation of speed humps in accordance with N.J.S.A. 39:4-8.9 through 39:4-8.11, the Manual on Uniform Traffic Control Devices and the Institute of Transportation Engineers (ITE).
B. 
Definitions. As used in this chapter, the phrase "speed hump" shall have the same meaning ascribed to it in N.J.S.A. 39:4-8.9.
A. 
Request for installation of speed hump(s). Individual residents or neighborhood associations may file a written request for speed hump installation with the Winslow Township Office of Administration on such forms as may be required by the Township. A copy of the Initial Request for Speed Hump Installation form, Speed Hump Procedures and Petition Requesting the Installation of Speed Humps shall be maintained on file in the Township Clerk's office. Any interested resident or neighborhood association may obtain a copy of same from the Township Clerk during the Township's normal business hours.
B. 
Preliminary review.
(1) 
Upon receipt of a completed Initial Request for Speed Hump Installation, the Office of Administration shall instruct the Police Department to conduct an initial investigation and to collect the necessary data to determine whether the subject street meets the eligibility requirements set forth in Section 276-56B of this chapter. Requests made by neighborhood groups or associations shall be given priority for eligibility studies as approved by the Mayor and Township Committee.
(2) 
In the event the Police Department determines the eligibility requirements set forth in Section 276-56B of this chapter are not met, the street will not be considered for speed hump installation. The Office of Administration shall notify the requesting party that the street will not be considered for speed hump installation within ten (10) days after it receives notice from the Police Department indicating same.
(3) 
In the event the Police Department determines the eligibility requirements of Section 276-56B have been met, the Office of Administration shall send the requesting party a petition packet consisting of the Petition Requesting the Installation of Speed Humps form, photographs showing the proposed speed humps, a map indicating the location of the proposed speed humps and signs for the street in question, a map or letter issued by the Township Engineer which identifies the project area, and a verification statement to be completed by the contact person for the requesting party.
C. 
Circulation and return of petition; approval of speed hump installation by the Office of Administration.
(1) 
The requesting party shall circulate the petition packet to all of the households identified in the project area as set forth in the Township Engineer's letter identifying same.
(2) 
The requesting party must obtain on the Petition Requesting the Installation of Speed Humps the signatures of at least seventy-five percent (75%) of all households within the project area indicating they are in favor of speed hump installation. All residents within the project area should be presented the opportunity to sign the petition. Only one signature per residence will be counted, provided that multi-family dwellings with more than four (4) units will be counted as four (4) households. The project area will be defined by the Township Engineer.
(3) 
If the requesting party is able to obtain the required number of signatures, the completed Petition Requesting the Installation of Speed Humps shall be filed with the Office of Administration who will mark the petition approved.
(4) 
If a Petition Requesting the Installation of Speed Humps is approved pursuant to Subsection B above, the Office of Administration shall prioritize the project as set forth in Section 276-61 and place the project on the speed hump installation schedule. Prioritization, scheduling and installation shall be subject to funding availability as set forth in Section 276-61.
All of the following criteria must be satisfied in order for a project to be eligible for speed hump installation.
A. 
The following documents shall be filed with the Office of Administration:
(1) 
A completed Petition Requesting the Installation of Speed Humps with the required number of signatures shall be filed with the Office of Administration pursuant to Section 276-55C of this chapter.
(2) 
A completed verification statement from the contact person confirming that the signatures on the Petition Requesting the Installation of Speed Humps are valid and represent at least seventy-five percent (75%) of the households/businesses in the project area pursuant to Section 276-55B(3).
(3) 
If the requesting party is a neighborhood association or organization, a statement from the association or organization which endorses speed hump installation on the project street must be filed with the Office of Administration. The statement required by this section must be presented at a meeting of the neighborhood association or organization and must contain written verification of same within the body of the statement.
B. 
The following operational and geometric characteristics of the street shall be demonstrated to the satisfaction of the Township Engineer and/or Police Department:
(1) 
The street must be located within, and be wholly contained within, the Township of Winslow and must be under the control of the Township.
(2) 
The street must be a local street or a minor residential collector.
(3) 
The street shall have no more than two (2) lanes, one (1) lane in each direction.
(4) 
The street shall have curbing on both sides for the entire length that speed humps are being requested.
(5) 
The street must be paved, in reasonably good repair, and not scheduled for repairing.
(6) 
The street shall have a regulatory speed limit of thirty (30) m.p.h. or less as determined in accordance with Township ordinances.
(7) 
The daily vehicular traffic on the subject street, as determined by the investigation of the Police Department pursuant to Section 276-55B(1) of this chapter, must be less than three thousand (3,000) vehicles per day.
(8) 
The Chief of Police, or his designee, the appropriate Board of Fire Commissioners and the primary first aid squad have reviewed the proposed speed hump installation packet and have provided written comments, if any.
(9) 
All other requirements set forth in the speed hump procedures shall be satisfied.
A. 
The types of speed humps adopted for use in the Township of Winslow are as set forth in the current ITE Guidelines for the Design and Application of Speed Humps and Speed Tables.
B. 
Speed hump locations.
(1) 
Reasonable efforts will be made not to locate speed humps in front of a property if the occupant objects to its placement or, in the case of multiple dwellings if the majority of the households on the property object to its placement. As stated on the petition, an approval signature indicates a household's willingness to allow the installation of a speed hump and/or associated features on the street in front of their property.
(2) 
Speed humps shall not be located in a horizontal curve, on vertical curves where visibility of the humps is restricted, or on the approaches to these curves.
A. 
Design standards and installation procedures for speed humps and related features such as signs and pavement markings shall be set forth in the speed hump procedures prepared by the Township of Winslow in accordance with the current applicable provisions of the Manual on Uniform Traffic Control Devices and current applicable standards of the Institute of Transportation Engineers, as each may be amended from time to time.
B. 
Construction of speed humps will be administered by the Township and the Township will maintain the speed humps and all related features installed in accordance with this chapter.
The process for speed hump alteration or removal requested by the residents is the same as the process for installation. A petition documenting that at least seventy-five percent (75%) of all households adjacent to the speed hump street are in favor of the speed hump removal will be required. In such case, and at the discretion of the governing body, the cost of removal may be borne by the property owners via local assessment. In the event the Township determines that an unforeseen problem exists due to the humps, it may be redesigned or removed by the Township. In such case, the Township will bear the full cost of speed hump removal.
In cases, deemed appropriate by the Township Engineer, portable speed humps may be installed on a temporary basis.
A. 
Speed hump projects will be prioritized on a Township-wide basis to ensure proper allocation of the Township's resources. Once a project is approved pursuant to the provisions of this Article, the project will be ranked and scheduled according to the date that the neighborhood association endorsement statement or individual petition forms are received by the Office of Administration. Other criteria deemed applicable by the Township Engineer, including but not limited to safety concerns, may effect prioritization.
B. 
Speed humps will be installed as scheduling and funding permits. The construction of humps and the placement of signs and markings will conform to the current design standards as established by the Township and the current edition of the Manual on Uniform Traffic Control Devices (MUTCD).
C. 
The cost for speed hump installation (including humps, signs, pavement markings, and if necessary, special features) will be paid by the Township, as funds are available.
