a.
Property applicable to: The provisions of this subsection shall apply
to the following locations:
1.
Charles Olbon School — 50 Lincoln Lane, Woodland Park, NJ 07424
2.
Beatrice Gilmore School — 1075 McBride Avenue, Woodland Park,
NJ 07424.
3.
Memorial School — 15 Memorial Drive, Woodland Park, NJ 07424;
4.
Woodland Park Board of Education Office — 853 McBride Avenue,
Woodland Park, NJ 07424; and
5.
Building formerly known as School #1 — 665 McBride Avenue,
Woodland Park, NJ 07424.
b.
Consent for Enforcement. The Borough of Woodland Park Board of Education,
a Municipal Entity established under N.J.S.A. 59:1-1, et seq., has
filed a written consent with the Borough to have the provisions of
N.J.S.A. Title 39 of the Revised Statutes of New Jersey and all Municipal
Ordinances to be made applicable to the public and semi-public roads,
streets, driveways, and parking lots that are owned, maintained, leased
and/or operated by the Borough Woodland Park Board of Education in
the Borough of Woodland Park, County of Passaic, State of New Jersey,
and the following regulations shall be enforceable.
c.
Parking.
1.
All vehicles must park in designated parking areas only and between
the lines provided. In addition, there shall be no parking in the
following areas:

No person shall stop or stand a vehicle in an area that is prohibited
by a stop sign, or directive of a Borough Police Officer, except in
areas that allow for standing or stopping;
3.
Any person who violates any aspect of Title 39 or any applicable
Municipal Ordinance of the Borough will be subjected to all fines
and penalties that are provided by the same, which shall include but
not be limited to: tickets; fines; and the towing of their vehicle,
the expense of which shall be borne by the owner of the vehicle.
4.
Handicapped parking. All handicapped parking stalls shall be twelve
(12) feet wide and signed with R7-8 (Reserved Parking sign and penalty
plate), in the designated parking areas for persons who have been
issued the Handicapped Parking Permits by the Motor Vehicle Commission.
Any person who parks his/her vehicle in a designated handicapped parking
area, and does not have the requisite handicapped parking permit issued
by the New Jersey Motor Vehicle Commission, will be prosecuted in
the same manner as provided by Title 39 — N.J.S.A. 39:1-1, et
seq.
5.
Reserved Parking. The parking lots are permitted to have "Reserved
Parking" for various types of vehicles. Such "Reserved Parking" spaces
must be properly identified, i.e. "Teacher Parking."
d.
Through Streets, Stop and Yield Intersections.
1.
Through Streets. Any person operating a motor vehicle within the
confines of the Borough of Woodland Park Board of Education's property,
and who fails to yield, will be prosecuted in the same manner as provided
by Title 39 — N.J.S.A. 39:1-1, et seq. and all applicable Borough
Municipal Ordinances.
2.
Stop Intersections. Any person operating a motor vehicle within the
confines of the Borough of Woodland Park Board of Education's property,
and who fails to stop at any stop sign or like traffic control device,
will be prosecuted for such failure in the same manner as provided
by Title 39 — N.J.S.A. 39:1-1, et seq., and all applicable Borough
Municipal Ordinances.
e.
Speed Limits. The speed limits that are posted on property that is
owned, maintained, controlled, or operated by the Borough of Woodland
Park Board of Education will be enforced by the Woodland Park Police
Department, through this subsection, with the authority vested in
them by Title 39 — N.J.S.A. 39:1-1, et seq., and any applicable
Borough Municipal Ordinance. The speed limit for all traffic in the
parking lots of properties specified herein shall be ten (10) miles
per hour. Regulatory and warning signs shall be erected and maintained
to effect the above-designated speed limits authorized by the New
Jersey Department of Transportation.
f.
Tow-Away Zones. Any vehicle parked or standing as to obstruct or
impede a normal flow of traffic, block entrances or exit ways, loading
zones, drop-off or pick-up areas, any grassy area, pedestrian walkway,
or present in any way a safety or traffic hazard may be removed by
the towing of the said vehicle at the owner or operator's expense,
within the discretion of the Woodland Park Police Department, pursuant
to Title 39 — N.J.S.A. 39:1-1, et seq. and any applicable Borough
Municipal Ordinances.
g.
Trespassing.

1.
No trespassing is permitted on Board-of-Education-owned properties or fields set forth in § 7-30.1a while school is in session. Written permission for the use of the fields when school is not in session must be obtained from the Woodland Park Board of Education, the Mayor of the Borough, or the Council of the Borough or an authorized representative of those entities. Use of the playgrounds on Board of Education property is permitted when school is not in session from dawn to dusk.
2.
Penalty. Any person who violates any provision of this subsection
shall be liable to a penalty of $100.
h.
Signs. All signs, posts, or other necessary materials required to
advise of the implementation of Title 39 Traffic Regulations and Borough
Traffic Regulations on Board of Education property shall be installed
and paid for by the Borough of Woodland Park Board of Education. All
signing shall conform to the current Manual on Uniform Traffic Control
Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27, and
should also include all applicable Borough Ordinances.
i.
Penalty. The penalty for violation of this subsection shall be a
fifty ($50) dollar fine.

b.
The Borough of Woodland Park Board of Education, a municipal entity
established under N.J.S.A. 59:1-1 et seq., has filed a written consent
with the Borough of Woodland Park to have the provisions of N.J.S.A.
Title 39 of the Revised Statutes of New Jersey and all municipal ordinances
to be made applicable to the public and semi-public roads, streets,
driveways and parking lots that are owned, maintained, leased and/or
operated by the Woodland Park Board of Education in the Borough of
Woodland Park, County of Passaic and the following regulations shall
be enforceable:

Parking.
1.
All vehicles must park in only designated parking areas and between
the lines provided;
2.
Memorial School teachers may only park in the designated area located
on the eastern end of the parking lot marked "Teacher Parking" when
school is in session between the hours of 7:00 a.m. and 4:00 p.m.
Monday through Friday. All other parking is prohibited daily between
the hours of 1:00 a.m. and 10:00 a.m. except with the written permission
from the Borough Administrator.
3.
Handicapped Parking: All handicapped parking stalls shall be twelve
(12) feet wide and signed with R7-8 (Reserved Parking sign and penalty
plate), in the designated parking areas for persons who have been
issued the handicapped parking permits by the Motor Vehicle Commission.

meet State and Federal specifications.
h.
Penalty. Any person who violates any provision of this subsection
shall be liable to a penalty of twenty-five ($25) dollars.

b.

Parking may be limited to those participants of a Borough approved
Special Event, when such event has been approved by the Borough Administrator.

Speed Limits. The speed limits that are posted on property that is
either owned, maintained, controlled or operated by the Borough of
Woodland Park will be enforced by the Woodland Park Police Department,
through this subsection, with the authority vested in them by Title
39 and the municipal ordinances of the Borough of Woodland Park. The
speed limit for all traffic in the parking lots of the properties
specified herein shall be ten (10) miles per hour. Regulatory and
warning signs shall be erected and maintained to affect the above
designated speed limits authorized by the New Jersey Department of
Transportation.
e.
Tow-Away Zones. Any vehicle parked or standing as to obstruct or
impede a normal flow of traffic, block entrances or exit ways, loading
zones, drop-off or pick-up areas, any grassy area, pedestrian walk-way,
or present in any way a safety or traffic hazard may be removed by
the towing of the said vehicle at the owner or operator's expense,
within the discretion of the Woodland Park Police Department, pursuant
to Title 39 and the Woodland Park Borough ordinances.
f.
Signs. All signs, posts, or other necessary materials required to
advise of the implementation of Title 39 Traffic Regulations and Borough
Traffic Regulations on the properties identified herein shall be installed
and paid for by the Borough of Woodland Park. All signing shall conform
to the current Manual on Uniform Traffic Control Devices, pursuant
to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27, and should also include
all applicable Borough ordinances. Work shall be checked by the Woodland
Park Police Department and the Woodland Park Department of Public
Works Superintendent, to ensure all installations meet State and Federal
specifications.
g.
No person shall be in any of the locations covered under Section 7-31.1 during the hours of 9:00 p.m. and 6:00 a.m. without written permission from the Borough Administrator.

h.
Penalty. Any person who violates any provision of this subsection
shall be liable to a penalty of twenty-five ($25) dollars.

the lines provided. In addition, the following restrictions apply:
(a)
No parking along any curblines that are not within the designated
parking area, including the entrance/exit driveway area to and from
the Woodland Park Municipal Building/Alfred H. Baumann Free Public
Library Parking Lot;
(b)
No parking in the area around the drive thru loop in front of
the Woodland Park Municipal Building; and
(c)
No parking between the hours of 1:00 a.m. and 7:00 a.m. without
written permission from the Borough Administrator.
(d)
Vehicles which are exempt from the parking restrictions set
forth in this subsection shall consist of: (i) emergency vehicles,
(ii) Borough-owned vehicles, and (iii) Borough officials who have
an official Borough placard displayed.

2.

The seventeen (17) parking spots along the East Side of the Municipal
Parking Lot at 5 Brophy Lane shall be reserved for use by the employees
of the Municipal Building and the Library, who have an official Borough
placard displayed, during the following: (i) Monday through Friday
8:00 a.m., through 4:00 p.m., and on (ii) Monday and Wednesday nights,
6:00 p.m. through 9:00 p.m.

5.
The seven (7) parking spots along the south side of the Municipal
Parking Lot at 5 Brophy Lane shall be reserved for use by the employees
of the Police Department, who have an official Borough placard displayed.

6.
Enforcement. The provisions of this subsection shall be administered
and enforced by the Woodland Park Police Department.

7.
Violation. Any motor vehicle operator who violates the provisions
of this ordinance will be fined fifty-five ($55) dollars.

8.
Tow-Away. In addition to any and all other powers vested in the Police
Department to enforce the regulations of this paragraph c., the Police
Department is given full power and authority to remove by towing at
established cost to the owner of any vehicle illegally parked pursuant
to this section providing notice thereof is conspicuously posted indicating
that these areas of the parking lot are "Tow-Away Zones".

d.
