Board organization shall take place in accordance with the First Class Township Code[1] as follows:
A. 
Election of Board officers.
(1) 
The Board of Commissioners organization meeting conducted at the start of each even-numbered year shall be presided over by the Township Solicitor, Township Manager or Township Secretary as President Pro Tem.
(2) 
The first item of business shall be the swearing in of all newly elected Commissioners.
(3) 
The second item of business shall be the election of a Board President. Upon completion of the selection by a majority vote of the Board, the remainder of the meeting shall be presided over by the new President.
(4) 
The Board shall then select a Vice President by a majority vote of the Board.
(5) 
All officers shall serve at the pleasure of the Board or until the next reorganization required by the First Class Township Code.
B. 
Appointment of subject matter liaisons. The President of the Board of Commissioners shall nominate each Commissioner (including himself or herself), for appointment by a majority vote of the Board, to serve as liaison to one of the following subject matter areas of Township business:
(1) 
Administration, finance and economic development;
(2) 
Parks and recreation, and arts;
(3) 
Planning, codes and public works;
(4) 
Police; and
(5) 
Fire, emergency management and ambulance.
C. 
Appointment of additional subject matter liaisons. The President of the Board of Commissioners shall nominate a Commissioner (which may be himself or herself), for appointment by a majority vote of the Board, to serve as liaison to the following additional subject matter areas of Township business:
(1) 
Muhlenberg Township Authority (unless a Commissioner serves as an appointed member of the Authority Board);
(2) 
Other subject matters as may be found by the Board to require a liaison with the Board.
D. 
Appointment of Board representative to Police Pension Committee and Non-Uniform Pension Committee. The President of the Board of Commissioners shall nominate a Commissioner (which may be himself or herself), for appointment by a majority vote of the Board, to serve as Board representative to the Police Pension Committee and Non-Uniform Pension Committee.
