A Township Planning Commission is hereby created and established for the purpose of promoting health, safety, morals, order, convenience, prosperity and the general welfare of the Township of Muhlenberg through the effective development or redevelopment of the area under its jurisdiction and in recognition of the need for procedures which will provide foresight and coordination in determining the nature, location and extent of the use of land and the structures upon it, including, among other things, adequate provision for traffic, the promotion of safety from fire and other dangers, adequate provisions for light and air, the promotion of the healthful and convenient distribution of population, the promotion of good civic arrangement, efficiency and economy in the expenditure of public funds and the adequate provision of public utilities and other public improvements.

The Commission shall consist of seven members and two alternates. The Township Solicitor and the Township Engineer shall serve as Solicitor and Engineer of the Planning Commission.

The Planning Commission shall have such powers and perform such duties and functions as provided in the applicable articles of the First Class Township Code as originally enacted and Act 247, P.L. 805, 1968, as amended and supplemented, 53 P.S. § 10101 et seq., particularly 53 P.S. § 10209.1.

As permitted by Section 202 of the Municipalities Planning Code of the Commonwealth of Pennsylvania (the "MPC"),[1] members of the Board of the Township Planning Commission, except for any elected or appointed officer or employee of the Township who may serve from time to time as a member of the Board, shall be compensated at the rate of $25 for each meeting of the Township Planning Commission attended by such member. As provided in the MPC, compensation shall not exceed the rate of compensation authorized by law to be paid the members of the Board of Commissioners of the Township.
