It shall be a violation of this article for the owner or operator of any motor vehicle or other vehicles to park between the hours of 9:00 a.m. and 6:00 p.m. on any day except Sundays and the following holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day for more than the maximum time purchased and indicated on the dial of parking meter. The following are designated by parking meter zones:
A. 
Freeport Road from Woodland Road westwardly to a point 181.69 feet west of Blaw Avenue, in the Borough of Blawnox.
B. 
Other parking meter zones may be designated to a point 181.69 feet west of Blaw Avenue, in the Borough of Blawnox.
C. 
Other parking meter zones may be designated by subsequent Borough Council resolutions.
On streets so designated, the proper officers shall cause parking spaces on the pavements or curbs or by other appropriate measure to be marked and, in such spaces so marked, shall erect, or cause to be erected, a parking meter which, upon the deposit of a coin or a combination of coins of the United States indicated on the meters will entitle the party parking his or her car to a limited time as indicated on the parking meter and signal said person when such period has elapsed.
A. 
In order that the police officers and/or meter persons may properly compute the time during which a vehicle is parked, the owner or operator of said vehicle shall, upon entering such parking space, during the time of limited parking, immediately deposit a coin or combination of coins of the United States of America in the parking meter situated at the side of said parking space and operate the same according to the instructions thereon. Failure to do so shall constitute a violation of this article.
B. 
Upon deposit of such $0.05, $0.10, or $0.25 coins and placing the meter in operation, according to the instructions on the meter, the parking space may be lawfully occupied by such vehicle during the period of parking time, which has been prescribed for the particular amount deposited. The parking meters, when installed and properly operated, shall be so adjusted that $0.05, $0.10, or $0.25 coins may be deposited at any time throughout the maximum range of the meters. Each $0.05 coin shall permit the vehicle to be parked for a period of 15 minutes, and each $0.10 coin shall permit the vehicle to be parked for a period of 30 minutes, and each $0.25 coin shall permit the vehicle to be parked for a period of 60 minutes. However, said coins shall not register on the meters in the excess of two hours permitted parking time. If such vehicle shall remain parked in any such space for a length of time that the meter shall indicate by proper signal that the lawful parking period has expired, such vehicle shall not be considered as parking overtime, and the parking of a vehicle overtime shall constitute a violation of this article.
It shall be a violation of this article to park any vehicle across any line or marking designating a parking space, or to park said vehicle in any way that the same shall not be wholly within a parking space as designated by said line or markings.
It shall be a violation of this article to deposit, or cause to be deposited, in any parking meter a slug or substitute for a coin of the United States.
It shall be a violation of this article for any person to deface, tamper with, damage, open or willfully break, destroy or impair the usefulness of any parking meter installed under the terms of this article.
A. 
The minimum fine for parking overtime in violation of this article shall be $1, if that amount is paid within two hours after the issuance of the parking violation, which amount must be deposited with the ticket envelope in the parking courtesy box. If the fine is not paid within the two hours, the fine will become $2, plus costs of collection, or imprisonment up to five days, or both. Failure to pay the fine within three days will necessitate the issuance of a citation/summons by a Magisterial District Judge.
B. 
If the vehicle is not moved after the first violation, additional parking violations and fines will be assessed every two hours thereafter.
C. 
Upon conviction of a violation of §§ 515-35, 515-36 or 515-37 of this article, the fine shall be a maximum of $50 or 10 days' imprisonment in the Allegheny County Jail, or both.
