There is hereby established a Celebrations Committee for the Township of Winslow hereinafter referred to as the Committee. The Committee shall be advisory only.
The creation of this Committee affirm's the township's commitment to the collective development and implementation of projects and events celebrating various holidays, anniversaries, days of historic value to the township and other days of honor and celebration within the township.
The purpose of this Committee is to provide leadership, guidance and inspiration for the organized and collective planning, organization, scheduling and implementation of celebrations and events in the township throughout the year; to work with representatives of the township and the community to create well-planned and delivered celebrations and events within the township; to demonstrate a high regard for the guidance and assistance provided by local organizations and businesses by building partnerships with such groups; to promote community-wide participation in celebrations and events hosted throughout the township to foster and bolster a sense of community pride.
A. 
The Committee shall consist of sixteen (16) members comprised as follows:
(1) 
The Township Clerk or his/her designee shall serve as the first member of the Committee. The Township Clerk also shall serve as the Chairman of the Committee;
(2) 
The Fire Marshal or his/her appointed designee shall serve as a nonvoting liaison to the Committee;
(3) 
The Winslow Township Police Chief or his/her designee shall serve as a nonvoting liaison to the Committee;
(4) 
The Superintendent of Parks or his/her designee shall serve as a nonvoting liaison to the Committee;
(5) 
The governing body shall appoint one (1) member of the Township Committee to serve as a nonvoting liaison to the Committee;
(6) 
Seven (7) members of the Committee shall be selected by the Mayor and Township Committee from the ranks of the membership of the local, township-based chapters of the following organizations/groups:
(a) 
One (1) member of the Boy Scouts/Girl Scouts of America;
(b) 
One (1) member of the Winslow Community Day Committee;

(c) 
One (1) member of the Knights of Columbus;
(d) 
One (1) member of the Winslow Township Business Association;
(e) 
One (1) member of the Winslow Township Lions Club;
(f) 
One (1) member of the Winslow Township Rotary Club; and
(g) 
One (1) member of the Winslow Township VFW.
(7) 
The remaining four (4) members shall be selected from each of the four (4) wards in the township with a representative of each ward being chosen. No ward shall have more than one (1) appointed member on the Committee at the same time.
B. 
The eleven (11) members to be appointed by the Mayor and Township Committee shall be referred to as the "Appointed Members." The initial term of the eleven (11) Appointed Members of the Committee shall be staggered as follows:
(1) 
Three (3) members from the group identified in Subsection A(6) of this section and two (2) members from the group identified in Subsection A(7) of this section shall serve an initial term of one (1) year; and
(2) 
The remaining four (4) members from the group identified in Subsection A(6) of this section and two (2) members from the group identified in Subsection A(7) of this section shall serve an initial term of two (2) years.
C. 
Upon expiration of the initial term of each Appointed Member as set forth above, the Appointed Members of the Committee shall serve for a term of two (2) years. It is the intent of this section that the terms of the Appointed Members shall be staggered such that the terms of the members appointed pursuant to Subsections B(1) and B(2) above shall expire in alternating years. No Appointed Member shall serve more than two (2) consecutive terms.
D. 
A vacancy of a position held by an Appointed Member, other than a vacancy created by expiration of a term, shall be filled for the unexpired term in the same manner as the original appointment. Whether a vacancy has occurred shall be determined in accordance with § 8-6 of Chapter 8 of the Township Code, entitled "Citizen Services and Leadership."

A. 
All action taken by the Committee shall require a quorum of those members eligible to vote and shall pass only upon an affirmative vote of a majority of the quorum present. For example, there are twelve (12) voting members of the Committee, thus a minimum of seven (7) voting members eligible to vote constitutes a quorum. Once a quorum of eligible members is present, a motion can only pass upon the majority vote of the quorum, as follows:
(1) 
7-member quorum requires at least 4 votes;
(2) 
8-member quorum requires at least 5 votes;
(3) 
9-member quorum requires at least 5 votes;
(4) 
10-member quorum requires at least 6 votes;
(5) 
11-member quorum requires at least 6 votes; and
(6) 
12-member quorum requires at least 7 votes.
B. 
The vote of the Township Clerk or his/her designee shall be guided by the information and comments of the non-voting members of the Committee and the general health, safety and welfare of the township.
A. 
The Committee shall act in an advisory capacity to the Mayor and Township Committee. This Committee is not intended to and in no way may act or function as a review board for any actions of the governing body or any department thereof, including but not limited to the Police Department, and may not infringe upon or in any matter assert any power granted by the laws of the State of New Jersey, the Ordinances of the Township of Winslow or the Township Committee.
B. 
The Committee shall:
(1) 
Develop a mission statement;
(2) 
Develop ideas for one or more celebratory events in each calendar year relating to national holidays and specific dates in the township's history;
(3) 
Organize subcommittees, if deemed necessary, to undertake specific tasks and report back to the Committee;
(4) 
Coordinate with other Committees, Commissions and agencies of the township and with other projects in the township to ensure no overlap of contemplated celebrations or events;
(5) 
Develop a communications strategy to implement the above duties;
(6) 
Record minutes of Committee meetings, distribute said minutes to all Committee members and make said minutes available to the Mayor and Township Committee upon request of the Mayor or Township Committee; and
(7) 
Report from time to time, but not less than once a year, to the Mayor and Township Committee on the actions taken by the Committee and ways and means to continue to promote organized celebrations throughout the township.
A. 
The inaugural meeting of the Committee shall take place no later than January 31, 2012. At the inaugural meeting, the Committee shall select officers (other than the Chairman which position is permanently appointed in accordance with Section 7-3A(1)) if it so deems appropriate and shall take action to designate the time and place for each future meeting of the Committee, to occur at the rate of one (1) meeting per quarter to be held at the Dominic Maiese Municipal Complex.
B. 
Thereafter, the Committee shall meet quarterly at the dates and times designated by the Committee at the inaugural meeting. Nothing herein shall be construed to prohibit the Committee from scheduling additional meetings provided, however, that notice of any additional meeting(s) shall be provided as set forth in Section 7-6C below.
C. 
The Chairman shall publish a list of all scheduled meetings of the Committee for each calendar year and shall cause said list to be posted on the public bulletin board at the Dominic Maiese Municipal Building located at 125 South Route 73, Winslow Township, New Jersey. The Chairman also shall deliver a copy of the list to all members of the Committee and shall deliver a copy of same to the Mayor and Township Committee at the governing body's next meeting after said list is published. A copy of the list also shall be maintained in the office of the Township Clerk for inspection and copying.
Any and all expenditures of the Celebrations Committee may only be authorized by the Mayor and Township Committee.
