[HISTORY: Adopted by the Township Committee of the Township of Winslow 8-19-03 as Ord. No. 0-24-03. Amendments noted where applicable.]
There is hereby established a Human Relations Commission for the Township of Winslow hereinafter referred to as Commission. The Commission shall be advisory only.
The creation of this Commission affirms that this township's strength and quality of life derives, in part, from its diversity and recognizes that issues concerning racial, ethnic or religious tension can undermine the strength and unity of a community and is detrimental to the community's health and well-being.
The purpose of this Commission is to assist in promoting good relations between all the people of this community and to demonstrate a high regard for the protection of the civil rights of all persons.
A. 
The Commission shall consist of seven (7) members appointed by the Mayor and Township Committee. Each of the four (4) wards in the township shall have at least one (1) member as its representative. The remaining three (3) members shall be representatives selected from the entirety of the township.

B. 
A member shall serve for a term of three (3) years. No member shall serve more than two (2) consecutive terms.

C. 
One (1) Township Committee member shall serve as a nonvoting liaison to the Commission. The Township Committee legal counsel shall provide legal advice and services as requested by the Commission upon the approval of the Mayor and Township Committee.
D. 
The Winslow Township Police Department shall appoint one (1) representative as a nonvoting liaison to the Commission.
E. 
A vacancy occurring otherwise than by expiration of a term shall be filled for the unexpired term only in the same manner as the original appointment. Whether a vacancy has occurred shall be determined in accordance with § 8-6 of Chapter 8 of the Winslow Township Code, entitled "Citizen Service and Leadership."

The Commission shall meet as soon as practical after appointment of all members to select officers and adopt bylaws. Any and all expenditures of the Human Relations Commission may only be authorized by the Mayor and Township Committee.
The Commission shall act in an advisory capacity to the Mayor and Township Committee. This Commission is not intended to or in no way may act or function as a review board for any actions of the governing body or any department thereof, including but not limited to the Police Department, and may not infringe upon or in any matter assert any power granted by the laws of the State of New Jersey, the Ordinances of the Township of Winslow or Township Committee.
The Commission shall:
A. 
Carry out educational programs which promote tolerance, understanding and harmonious relations between all individuals of the township.
B. 
Foster participation in and encourage individual, organizational, neighborhood and community efforts to engender understanding, good will, cooperation among the various groups and individuals of this township.
C. 
At the request of the township, serve as a conciliation agency where the services of the Commission might be effective in resolving individual or community problems.
D. 
Study and analyze the status, nature and extent of discrimination, prejudice, bias, intolerance, and indifference in the community at large.
E. 
Report from time to time, and not less than once a year, to the Mayor and Township Committee on ways and means to promote and encourage understanding, good will, cooperation, equal opportunity and conciliation in the community at large, and ways and means to eliminate discrimination, bias, intolerance, indifference and group tensions in the community at large.
