There is hereby created and established in the Borough of New
Stanton a Recreation Board to be known as the "Borough of New Stanton
Recreation Board."

The Recreation Board of the Borough of New Stanton shall consist
of five members. The member of the Recreation Board who is elected
as Treasurer of the Recreation Board shall be a resident of the Borough
of New Stanton.

All members of the Recreation Board of the Borough of New Stanton
shall serve on said Board without compensation; provided, however,
that said members may be reimbursed for authorized necessary and reasonable
expenses incurred in the performance of their duties, upon approval
by the Borough Council, after presentation to the Borough Council
of a verified statement of such necessary and reasonable expenses.

The members of the Recreation Board of the Borough of New Stanton
shall be appointed by the Council of the Borough of New Stanton. The
terms of each of the members of the Recreation Board shall be for
one year, or until a successor is appointed and qualified, except
that the terms of the members first appointed pursuant to this Part
and after its effective date shall be as follows:

The members first appointed to the Recreation Board pursuant to this
Part shall serve a term expiring on the date of the first scheduled
meeting of the Borough Council held in January 2019, or until a successor
is appointed and qualified.

Hereafter, any and all authority to maintain, equip and operate
any and all recreation places in the Borough and any and all recreation
programs and activities shall be vested in the Borough Council; and
further, any and all actions of the Recreation Board shall be undertaken
in accordance with the appropriations and directions made to the Recreation
Board by the Council of the Borough of New Stanton. Any and all bylaws,
rules or regulations of the Recreation Board or any and all amendments,
supplements or changes to the same shall not be enacted nor acted
upon by the Recreation Board without the prior approval of the same
by the Borough Council.

Any and all funds, accounts, monies, revenues, assets, equipment,
records, documents and other items in control, possession, ownership
of or titled in the name of the prior Recreation Board or any member
of said Recreation Board shall be forthwith delivered to the Borough
Council or its designees.

Any and all actions necessary and proper to collect, obtain, receive,
examine and take charge of any and all accounts, monies, revenues,
assets, equipment, records, documents and other items in control,
possession, ownership or title of the Recreation Board or any member
of the Recreation Board shall be undertaken by the Borough Council
or its designees.

The Recreation Board of the Borough of New Stanton shall keep
accurate accounting records of all sums, monies, revenue, gifts, donations,
assets, equipment, personal property or other items received by the
Recreation Board or any member of the Board, either from the Borough
Council or any source; and shall keep accurate accounting records
of all expenditures made, accompanied by receipts for the same, as
well as all debts, obligations or losses incurred. Monthly, on or
before the first Council meeting held each month, the Recreation Board
shall submit such accounting records and receipts to the Borough.
The Recreation Board shall, on or before the first day of October
of each and every year, submit to the Borough Council of the Borough
of New Stanton a financial statement of the aforesaid accounting records
for the preceding twelve-month period. In addition, the Recreation
Board shall, on or before the first day of October of each and every
year, submit to the Borough Council a proposed budget for the Recreation
Board for the next succeeding year.

Appointment to the Recreation Board shall be made by the Borough
Council by resolution from time to time, as required by reason of
expiration of a member's term, by reason of vacancy in office
or otherwise.
