There is hereby created and established in the Borough a Department
of Public Works for the Borough.

The Department of Public Works shall have the duties and be
responsible for the construction, repair and maintenance of the public
streets, highways, roads, bridges, sidewalks and storm sewers of the
Borough.

1. The Department of Public Works shall be composed of individuals appointed
by Council for the following positions:

1. The Supervisor of the Department of Public Works shall be responsible
for seeing that the Department of Public Works performs those duties,
functions and projects assigned to it by the Borough Council or the
Chairman of the Streets and Equipment Committee of the Borough Council.
2. The Supervisor shall report as often as requested, and at least once
each month, to the Streets and Equipment Committee of the Borough
Council, informing said Committee of the activities undertaken by
the Department of Public Works since the previous report and providing
said Committee with any information which the Supervisor believes
of importance to the Council concerning the Department of Public Works.

1. The Chairman of the Streets and Equipment Committee of the Borough
Council shall have the duty and be responsible for informing the Supervisor
of those duties, functions and projects which have been assigned to
the Department of Public Works by the Borough Council.
2. The Chairman of the Streets and Equipment Committee of the Borough
Council shall also have the duty and responsibility of assigning to
the Department of Public Works those duties, functions and projects
which are ordinary and necessary to the daily operations and maintenance
of the Borough's public streets, highways, roads, bridges, sidewalks
and sewers, and the said Chairman shall also have the authority and
duty to assign duties, functions and projects to the Department of
Public Works in an emergency situation which cannot await consideration
and action by the Borough Council.

The terms and conditions of employment of the Supervisor of
the Department of Public Works shall be determined and set forth by
resolution of the Borough Council.

The terms and conditions of employment of a laborer of the Department
of Public Works shall be determined and set forth by resolution of
the Borough Council.

Individuals serving in the positions of Supervisor and laborer
shall be appointed by a majority vote of the Borough Council at a
duly convened and conducted meeting of the Borough Council. Such individuals
so appointed shall serve in such positions until removed by a majority
vote of the Borough Council at a duly convened and conducted meeting
of the Borough Council.
