A. 
Appointment. The Director of the Department of Public Works shall be appointed by the Mayor and Township Committee.
B. 
Qualifications. The Director of the Department of Public Works shall meet such qualifications deemed appropriate by the Mayor and Township Committee. Previous experience in government is essential, and possession of a master's degree in public administration, business administration or municipal management shall be preferred.
C. 
Residency. The Director of the Department of Public Works shall be a resident of the Township of Winslow unless he or she shall possess a master's degree in public administration, business administration or municipal management.
D. 
Compensation. The Director of the Department of Public Works shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.
E. 
Removal. The Director of the Department of Public Works may be removed from this position for cause subject to any limitations imposed by law.
F. 
Full-time position. The Director of Public Works shall devote full-time to the position and shall not engage in any other occupation or employment which would interfere with performing the duties of Director.
G. 
The Director's responsibilities include:
(1) 
Department head. The Director of the Department of Public Works shall act as the head of the Department of Public Works, and shall under the direction of the Township Administrator with approval of the Mayor and Township Committee, plan, organize and direct the activities of the Department of Public Works and supervise subordinate officers and employees within the Department, subject to any limitations imposed by law.
(2) 
Budget preparation. Assist the Mayor and Township Committee in proper preparation of the municipal budget, and in this connection shall submit, no later than by the month of November of each year, a budget request for this Department.
(3) 
Provision of services. It is the duty of the Director of Public Works to ensure that the Department of Public Works properly functions to provide the services deemed necessary by the Mayor and Township Committee and for the residents of Winslow Township.
(4) 
Rule and regulation enforcement. It is the duty of the Director of the Department of Public Works to enforce all administrative rules and regulations regarding questions of policy as determined by the Mayor and Township Committee to be appropriate for the Department of Public Works.
(5) 
Policy formation. The Director of the Department of the Public Works shall assist the Mayor and Township Committee in formulating policies and programs designed to efficiently provide departmental services to the community.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of Superintendent of Public Works.
B. 
Appointment. The Superintendent of Public Works shall be appointed by the Appointing Authority, with the approval of the Mayor and Township Committee.
C. 
Tenure period established. Any person holding office continuously as the full-time Superintendent of Public Works in the Township of Winslow for a period of five (5) years or more shall continue to hold said office, position or employment, notwithstanding his/her serving for a fixed term, during good behavior and efficiency and shall not be removed therefrom for political or other reasons, except for good cause and upon formal written charges filed with the Winslow Township Clerk and after a public, fair and impartial hearing before the governing body, Township Administrator or duly appointed hearing officer.
D. 
Duties. The Superintendent of Public Works shall be responsible for the proper and efficient conduct of all public works functions of the municipality and shall supervise and direct the work of the Public Works Department.
E. 
Compensation. The Superintendent of Public Works shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of Assistant Director of Public Works.
B. 
Appointment. The Assistant Director of Public Works shall be appointed by the Appointing Authority, with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the Assistant Director of Public Works shall include, but not be limited to, the following:
(1) 
Develop, implement, and administer a variety of public works programs including but not limited to construction, reconstruction, improvement of streets, roads, bridges, public buildings, water and sewer facilities, and recreation facilities, and assist in administration of a mosquito control program.
(2) 
Establish priorities among work programs and implement plans.
(3) 
Manage work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
(4) 
Coordinate work plans of various functional units.
(5) 
Prepare, inspect, and approve plans and specifications and consult with general contractors on construction projects.
(6) 
Assist in preparing annual capital improvements budgets.
(7) 
Undertake specific studies pertaining to public works functions.
(8) 
Assist in administering the professional engineering program, and the establishment of design criteria for the improvement/construction/reconstruction of roads and drainage facilities.
(9) 
Review and approve engineering plans and/or specifications before implementation.
(10) 
Direct the engineering studies, and the development of engineering plans/designs for the construction/maintenance of structures and public works facilities.
(11) 
Supervise use of equipment.
(12) 
Prepare reports and correspondence and maintain records and files as necessary for the proper function and operation of the Public Works Department.
D. 
Compensation. The Assistant Director of Public Works shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of General Supervisor — Streets.
B. 
Appointment, The General Supervisor — Streets shall be appointed by the Appointing Authority, with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the General Supervisor — Streets shall include, but not be limited to, the following:
(1) 
Direct subordinates in sweeping and shoveling accumulations into containers and onto trucks; in loading, unloading, and applying sand and street repair materials where needed; in cutting brush and mowing grass and in emptying refuse containers, loading refuse, and disposing of refuse at an assigned place.
(2) 
Prepare work schedules to accomplish required tasks.
(3) 
Give assignments to employees.
(4) 
Give needed advice and assistance when difficult and unusual problems arise.
(5) 
Inspect and check work completed to see that proper procedures are followed, that reasonable standards of workmanship and output are maintained, and that desired objectives are achieved.
(6) 
Receive complaints dealing with street repair or maintenance work and take proper remedial action.
(7) 
Plan and organize procedures to be followed for emergency repairs.
(8) 
Plan and supervise the grading of streets, location and installation of curbs, and construction of driveways.
(9) 
Make surveys of needed street improvements and repairs and make appropriate remedial recommendations.
(10) 
Obtain and supervise the storing, safeguarding, and use of equipment, materials, and supplies.
(11) 
Prepare reports and maintain records of time, costs, work done, and materials used.
D. 
Compensation. The General Supervisor — Streets shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of Maintenance Supervisor — Grounds.
B. 
Appointment. The Maintenance Supervisor — Grounds shall be appointed by the Appointing Authority, with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the Maintenance Supervisor — Grounds shall include, but not be limited to, the following:
(1) 
Supervise and work with staff performing grounds and turf maintenance tasks.
(2) 
Ensure staff keeps lawns, gardens, parks and other outside areas healthy and visually appealing.
(3) 
Trim and cut grass and hedges.
(4) 
Operate lawn mowers, weed wackers, edgers, leaf blowers, snow blowers, hedge trimmers and other equipment associated with ground maintenance and landscaping activities; perform minor maintenance on mowers and other equipment including changing oil, lubricating parts and making adjustments.
(5) 
Supervise the work operations and/or functional programs and have responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
(6) 
Supervise the storage of equipment and supplies.
(7) 
Mark athletic fields and other recreational/game areas; set up bleachers; fill holes in playgrounds; regrade ball fields; keep play areas free of debris and dangerous obstructions.
(8) 
Water trees, shrubs and lawns.
(9) 
Pick up refuse and litter from grounds.
(10) 
Plant and maintain shrubs, trees, and flowers; prune trees and shrubs.
(11) 
Operate motorized or electric snow removal equipment; shovel and remove snow and ice from designated areas, sweep walks, spread salt.
(12) 
Rake leaves and debris.
(13) 
Spray for weeds and insects using unrestricted chemicals.
(14) 
Construct, assemble, position and make minor repairs to various playground, park and sports equipment.
(15) 
Paint signs, benches, tables, bleachers, and other items as required.
(16) 
Maintain and make minor repairs to hand tools, automotive and mechanical equipment, and facilities.
(17) 
Mix and pour cement and/or rake asphalt (cold mix) to repair and patch walks or recreational areas such as tennis courts.
(18) 
Load and unload trucks.
D. 
Compensation. The Maintenance Supervisor — Grounds shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of Supervising Mechanic.
B. 
Appointment. The Supervising Mechanic shall be appointed by the Appointing Authority, with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the Supervising Mechanic shall include, but not be limited to, the following:
(1) 
Analyze malfunctions, and repair, rebuild, and maintain construction equipment such as cranes, power shovels, scrapers, paving machines, motor graders, trench-digging machines, conveyors, bulldozers, dredges, pumps, compressors, and pneumatic tools, and/or cars, vans, trucks, or buses.
(2) 
Inspect and drive repaired vehicles to determine if repairs have been properly completed.
(3) 
Train workers in and demonstrate methods and techniques for repairing and maintaining vehicles using manual and mechanical tools and equipment.
(4) 
Provide assignments and instructions to subordinates and supervise the performance of their work.
(5) 
Evaluate the job performance of subordinates.
(6) 
Maintain inventory of parts and equipment, and prepare requisitions for replacement stock.
(7) 
Prepare reports of vehicle repairs.
(8) 
Supervise and perform the work involved in operating and inspecting machines or equipment to diagnose defects; dismantling and reassembling equipment using hoists and hand tools; examining parts for damage or excessive wear using micrometers and gages; replacing defective engines and subassemblies such as transmissions; testing overhauled equipment to ensure operating efficiency; welding broken parts and structural members; cleaning of parts; assembling and disassembling equipment; tracing and locating defects and causes of mechanical problems to determine type and extent of repairs; overhauling, rebuilding, repairing, and servicing diesel, gasoline, and other types of combustion engines, automatic and non-automatic transmissions, heavy duty drive line systems, hydraulic utility systems and controls, fuel systems, and braking systems; and selecting and making necessary repairs in accord with appropriate repair specifications, manuals, and procedures.
(9) 
Perform welding of various types or simple blacksmithing.
(10) 
Obtain, store, record, safeguard, and use equipment, materials, and supplies.
(11) 
Maintain records and files and prepare clear, sound, accurate, and informative reports.
D. 
Compensation. The Supervising Mechanic shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of Supervisor Traffic Maintenance.
B. 
Appointment. The Supervisor Traffic Maintenance shall be appointed by the appointing authority with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the Supervisor Traffic Maintenance shall include, but not be limited to, the following:
(1) 
Supervise and work with employees involved in mixing paints for traffic lines and in painting traffic lines.
(2) 
Supervise and work with employees involved in varied line painting tasks for pedestrian and vehicular traffic.
(3) 
Supervise and work with employees involved in painting directional and other traffic signs.
(4) 
Supervise and work with employees involved in repairing damaged signs.
(5) 
Supervise and work with employees involved in operating line marking machines.
(6) 
Operate a motor vehicle in connection with the work.
(7) 
Give assignments and instructions received from the supervisor.
(8) 
Prepare daily time reports.
(9) 
Requisition materials for jobs as necessary.
(10) 
Prepare daily and other reports on materials and labor for each separate job.
(11) 
Maintain records and files.
D. 
Requirements.
(1) 
Experience: Three years of experience in work involving assembly, installation, and maintenance of traffic control signs and in painting traffic lines.
(2) 
License: Possess a valid New Jersey driver's license.
E. 
Compensation. The Supervisor Traffic Maintenance shall be paid a salary fixed and adopted by the governing body in the annual salary ordinance.

A. 
Position established. There is hereby created and established in the Township of Winslow the position of General Supervising Maintenance Repairer.
B. 
Appointment. The General Supervising Maintenance Repairer shall be appointed by the Appointing Authority with the approval of the Mayor and Township Committee.
C. 
Duties. The duties of the General Supervising Maintenance Repairer shall include, but not be limited to, the following:
(1) 
Plans, coordinates and directs through subordinate supervisor, the execution of various building maintenance/repairs projects.
(2) 
Establish priorities and sequence of activities.
(3) 
Gives assignments and instructions to employees.
(4) 
Review completed work for conformance with efficient/economical trade practices.
(5) 
Reviews and analyzes production, costs and personnel utilization records
(6) 
Ensures subordinate supervisor effectively carries out policies.
(7) 
Studies continuing problems and takes or recommends necessary corrective actions.
(8) 
Serves as management representatives at hearings/meetings/negotiations involving labor management matters.
(9) 
Establishes and maintains personnel and material records.
(10) 
Required to learn various types of electronic or manual recording systems used by the agency, office or related units.
D. 
Requirements.
(1) 
Experience: Four (4) years of experience in work involving a variety of building maintenance and repairs; and one (1) year of experience in a supervisory capacity.
(2) 
License: Possess a valid New Jersey driver's license.
E. 
Compensation. General Supervising Maintenance Repairer shall be paid a salary fixed and adopted by the Governing Body in the annual salary ordinance.
