A.
Position established. There is hereby created and established in
the Township of Winslow the position of Chief Water Treatment Plant
Operator.
B.
Appointment. The Chief Water Treatment Plant Operator shall be appointed
shall be appointed by the Appointing Authority, with the approval
of the Mayor and Township Committee.
C.
Duties. The duties of the Chief Water Treatment Plant Operator shall
include, but not be limited to, the following:
(1)
Analyze work requirements, determine staff resources, equipment,
and other resources needed to accomplish work assignments, and make
adjustments among subordinate units as deemed appropriate.
(2)
Establish and adjust long-range schedules, priorities, and deadlines
for regular and special work assignments, and coordinate work schedules
among subordinate units.
(3)
Review, approve, modify, or reject changes in functions, structure,
position design, staffing levels, and the like proposed by subordinates
and collaborate with higher levels of management in making decisions
relating to major changes in work plans or operations.
(4)
Coordinate work operations among subordinate units and with other
organizations on matters that may adversely affect other operations
or programs.
(5)
Review and analyze records and reports of work procedures, costs,
equipment, and staff resource utilization to evaluate progress and
to control or reduce costs.
(6)
Report progress and resolution of problems in the achievement of
goals and objectives to higher levels of management.
(7)
Direct the accomplishment of assigned work operations within the
limits of policies and guidelines established by management officials,
and oral and written instructions provided by superiors.
(8)
Supervise work activities of employees.
(9)
Issue work assignments.
(10)
Enforce safety regulations.
(11)
Train new employees.
(12)
Recommend action to be taken regarding promotions, discipline,
and so forth.
(13)
Suggest changes in procedures and provide working instructions
to operators, repairers, and other skilled and unskilled workers.
(14)
Supervise and work with operators engaged in various water treatment
processes such as operating and regulating pumps, agitators, and valves;
operating chemical feed devices; taking water samples and testing
and adjusting the level of chlorine in the water.
(15)
Inspect equipment such as pumps, motors, valves, filters, and
panel boards to detect malfunctions.
(16)
Supervise workers in the maintenance of buildings and grounds.
D.
Compensation. The Chief Water Treatment Plant Operator shall be paid
a salary fixed and adopted by the governing body in the annual salary
ordinance.
A.

the Township of Winslow the position of Sewer/Water Superintendent.
B.
Appointment. The Sewer/Water Superintendent shall be appointed shall
be appointed by the Appointing Authority, with the approval of the
Mayor and Township Committee.
C.
Duties. The duties of the Sewer/Water Superintendent shall include,
but not be limited to, the following:
(1)
Plan and direct all sewer maintenance and/or construction activities
through one or more layers of subordinate supervisors.
(2)
Resolve matters concerned with technical aspects of the work.
(3)
Ensure efficient and economical work operations.
(4)
Plan for the accomplishment of work operations on a long-range basis.
(5)
Advise management officials and their staff on matters involving
the supervisor's organization and operations in relation to accomplishments
and to such functions as planning, budget, and supply.
(6)
Participate in the establishment of goals and major work schedules,
development of cost and budget analysis or forecasts, and determinations
concerning long-range human resource requirements.
(7)
Translate basic management goals and objectives into effective work
operations, establish a good working climate to encourage employees
to participate in achieving management goals, and to promote efficient
and economical work operations.
(8)
Schedule, coordinate, and direct the accomplishment of work operations
by subordinate units through subordinate supervisors.
(9)
Determine required material, equipment, and facilities.
(10)
Establish basic priorities and work sequences.
(11)
Maintain balanced workload among subordinate units through distribution
of work projects and allocation of human resources, equipment, and
materials.
(12)
Direct the planning of work to be completed including installation,
repair, maintenance, and cleaning of sewers and basins.
(13)
Supervise sewer foreman and other employees engaged in maintenance
and repair of sewers and basins, including the repair of broken sewer
lines, replacement of worn parts, and installation of new sewer pipes.
(14)
Inspect the construction of new sewers and manholes to evaluate
programs and to ensure conformance with specifications and blueprints.
(15)
Determine need for the types of materials and equipment required
to complete projects and evaluate new developments in materials, tools,
and equipment to recommend or deny purchase.
(16)
Confer with representatives of other utilities, administrative
and technical personnel to coordinate repair activities and work schedules.
(17)
Prepare reports concerning personnel utilization, work progress,
and disposition.
(18)
Prepare budget estimates based on anticipated needs for material
and personnel.
(19)
Prepare and execute plans for effective utilization of available
funds, personnel, equipment, materials, and supplies.
(20)
Give assignments and instruction to and supervise the work of
groups and individuals.
(21)
Supervise the periodic cleaning of stormwater and sewer catch
basins, repair of broken sewer lines, replacement of worn parts, and
installation of new sewer pipes.
(22)
Receive complaints dealing with sewer repair and maintenance
work, and take remedial action.
(23)
Supervise employees engaged in the operation of a closed-circuit
television monitoring system used to inspect internal areas of sewer
lines.
(24)
Direct and coordinate activities of workers engaged in installation,
maintenance, repair, expansion, and relocation of water distribution
facilities.
(25)
Analyze trends, such as population and industrial growth of
area being served, to determine adequacy of current facilities and
to project community demands for future facilities.
(26)
Develop plans to meet and serve expanding community needs such
as increasing capacity of water storage and filtration facilities
or arranging new sources of water supply.
(27)
Plan methods and sequence of operations to facilitate additions,
deletions, and modifications to the system.
(28)
Direct activities of staff who oversee installation, maintenance,
and repair of water distribution facilities.
(29)
Plan and coordinate activities of workers in operation and maintenance
of water system to ensure adequate water supply for human consumption
and industrial or agricultural use.
(30)
Schedule and coordinate activities concerned with processing
and distributing water.
(31)
Assign personnel to shifts to operate treatment plant facilities.
(32)
Prepare plans and specifications for new equipment or modification
of existing equipment to affect increased operational capacity or
efficiency.
(33)
Review and evaluate water reports, records, logs, and graphs
to confirm adequacy of present and projected water needs.
(34)
Prepare reports concerned with chemical and bacteriological
analyses of water for administrative purposes and governmental agencies.
(35)
Supervise the establishment, development, and execution of work
plans and procedures for the construction, maintenance, repair, and
inspection of water service installations.
(36)
Maintain liaison between the water maintenance unit and other
government units.
(37)
Direct the opening and closing of streets, the tapping of water
mains, pipes, gates, hydrants, and valves, and the installation of
new mains and appurtenances.
(38)
Receive complaints from water consumers and take remedial action.
D.
Compensation. The Sewer/Water Superintendent shall be paid a salary
fixed and adopted by the governing body in the annual salary ordinance.
A.

the Township of Winslow the position of Supervising Water Treatment
Plant Operator.
B.
Appointment. The Supervising Water Treatment Plant Operator shall
be appointed by the Appointing Authority, with the approval of the
Mayor and Township Committee.
C.
Duties. The duties of the Supervising Water Treatment Plant Operator
shall include, but not be limited to, the following:
(1)
Supervise and work with a group of operators involved in operating,
adjusting, and regulating water treatment plant pumps, valves, and
other equipment.
(2)
Supervise the activities of employees.
(3)
Issue work assignments.
(4)
Enforce safety regulations.
(5)
Train new employees and make recommendations regarding appointments,
promotions, reassignments, transfers, disciplinary actions, or other
personnel transactions.
(6)
Make recommendations for changes in procedures.
(7)
Supervise and work with other employees in the filtration process,
sludge processing, pumping stations, flocculation and sedimentation,
adjustment of chemical feed equipment, routine water testing, and
other operations related to the water treatment purification plant.
(8)
Start, stop, and control electric motors, pumps, valves, and generators
to regulate flow of raw water into treating plant.
(9)
Control filters and agitators.
(10)
Dump specified amounts of chemicals into water or adjust automatic
devices that admit specified amounts of chemicals into tanks.
(11)
Monitor panelboard and adjust controls to regulate flow rates,
loss of head pressure, and water elevation and distribution of water.
(12)
May supervise and/or perform tasks related to cleaning of tanks
and filter beds, using backwash.
(13)
May perform minor repairs and lubricate machines and equipment,
using hand tools and power tools.
(14)
Test water samples from varied locations to determine concentration
impurities, using colorimeter, turbidimeter, and conductivity meter.
(15)
Make routine bacteriological analysis of water to determine
water purity and to meet state and local health laws.
(16)
May record data, such as residual content or chemicals, water
turbidity, water pressure, and varied meter and gauge readings.
(17)
Evaluate logs/reports from operators.
(18)
Inspect work areas to determine material and equipment needs.
(19)
Prepare suitable reports.
(20)
Keep records and files.
(21)
Review performance of employees and determine assignments.
(22)
Supervise and lead the activities of employees to attain optimum
results in terms of costs, quality, and morale of a group.
(23)
Provide instruction and development opportunities for personnel,
communicating agency policies, and other pertinent information as
appropriate.
(24)
Maintain standards of job performance for subordinates, and
require good performance.
(25)
Take appropriate action when employees excel, meet, or fall
below work performance standards.
(26)
Handle personal relationship with employees - interviewing,
transferring, disciplining, etc.
(27)
Carry out agency policies and programs as they apply to a unit,
and perform special assignments as given by a superior, preparing
reports with recommendations as appropriate.
(28)
May also operate primary pumping equipment in order to transfer
raw water to treatment plant or to distribute treated water to residential,
commercial, or industrial establishments.
(29)
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by the agency,
office, or related units.
D.
Compensation. The Supervising Water Treatment Plant Operator shall
be paid a salary fixed and adopted by the governing body in the annual
salary ordinance.
A.
Position established. There is hereby created and established in
the Township of Winslow the position of Administrative Clerk.
B.
Appointment. The Administrative Clerk shall be appointed by the Appointing
Authority, with the approval of the Mayor and Township Committee.
C.
Duties. The duties of the Administrative Clerk, who shall deal with
confidential matters when required to do so, shall include, but not
be limited to, the following:
(1)
Assist an administrative official in the formulation of effective
policies and procedures for the office and other clerical and related
operations of a department or autonomous government agency.
(2)
Analyze and directly or indirectly supervise the clerical and related
work involved in the preparation of the annual budget for an entire
department or autonomous government agency.
(3)
Assist in drafting proposed ordinances and/or resolutions.
(4)
Collect and analyze data needed as a basis for administrative decisions
in addition to performing general administrative clerical and related
work.
(5)
May directly supervise some designated phase or phases of the clerical
and related work involved in maintaining financial and/or personnel
records, preparing payrolls, making purchases, compiling statistical
and other data, checking and approving invoices and vouchers, and
collecting and depositing money.
(6)
Make special investigations for an administrative official.
(7)
Handle correspondence.
(8)
Make decisions requiring knowledge of the organization.
(9)
Supervise directly or indirectly the establishment and maintenance
of records and files.
(10)
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems used
by the agency, office, or related units.
D.
Compensation. The Administrative Clerk shall be paid a salary fixed
and adopted by the governing body in the annual salary ordinance.
