The Municipal Clerk be and he is hereby authorized and directed to license, as hereinafter provided for, all bona fide organizations and associations to hold and operate games of chance of and restricted to the specific kind of game of chance known as "bingo" or "lotto," as provided in P.L. 1954, c. 6. See N.J.S.A. 5:8-24 through 8-49.11.
All applications for such licenses shall be filed with the Clerk of the Township of Winslow in writing and on forms prescribed by the rules and regulations duly adopted from time to time by the Legalized Games of Chance Control Commission of the State of New Jersey.

The Township Committee is hereby charged with the duty to make or cause to be made the required investigation of the qualifications of each applicant for such license and the merits of each application for such license, with due expedition after the filing of the application. If the Township Committee shall determine that the applicant is duly qualified to hold, operate and conduct games of chance under the provisions of said law, the Township Committee shall so certify by resolution to the Township Clerk of the Township of Winslow, who shall issue such license upon the payment of a license fee or fees of ten dollars ($10.) for each occasion upon which any game or games are to be conducted under such license. All "qualified organizations" as defined in N.J.A.C. 13:47-1.1 shall be exempt from the payment of the local municipal ten dollar ($10.) fee.
No license issued as herein provided shall be effective for a period longer than one (1) year, and all such licenses shall expire on December 31 of each year.

Games of chance may be conducted under any license issued pursuant to the provisions of said Act on the first day of the week, commonly known and designated as "Sunday," the conduct of which is hereby authorized and permitted to be held on the first day of the week, commonly known and designated as "Sunday."
No person under the age of eighteen (18) years shall be permitted to participate in any game or games of chance held, operated or conducted pursuant to any license issued as herein provided.
No game or games of chance shall be held, operated or conducted under any license issued as herein provided oftener than six (6) days in any one (1) calendar month or in any room or outdoor area where alcoholic beverages are sold or served during the progress of the game or games.
All such game or games of chance shall be held, operated or conducted, and all licensees shall keep the necessary books and file the required reports, as provided by said law and the rules and regulations duly adopted from time to time by the said Legalized Games of Chance Control Commission of the State of New Jersey.
