The purpose of this chapter is to require clear display of authorized and assigned house or building numbers on every building fronting on any street in the Township of Winslow in order to assist the general public and emergency services, public and private, in identifying the property in case of emergency or otherwise.
All dwelling houses, stores or other principal buildings erected or to be erected within the Township of Winslow shall display house numbers assigned by the Construction Code Official as provided herein and in conformity with the specifications set forth in § 98-4 herein.
The owner, occupant or lessee of each and every house, store or other building which now fronts or which may hereafter front upon any public or private street within the Township of Winslow shall, at his own expense, within three (3) months after the adoption and publication of this chapter, cause the authorized and assigned number of such house or building to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
In Arabic numerals.
A minimum height of three (3) inches.
Mounted in a secure fashion to the front wall or porch of the building or other fixed appurtenance in the front of the building so as to be clearly visible from the street.
Sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from the street.
At least thirty (30) inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
Visibility of numbers on building which is set back. If said house or building has such a setback location that the provisions cannot be complied with, then the owner, occupant or lessee shall provide a post, rod or other type of fixture of a substantial nature, including a mailbox, with the number affixed thereon and so located on the premises that the number shall be conspicuous and visible from the street upon which the building fronts.
House numbers shall be assigned by the Construction Code Official of the Township of Winslow. Every owner, occupant or lessee of a building constructed or to be constructed in the Township of Winslow shall apply to the Construction Code Official for an authorized number in accordance with the chapter and applicable provisions of the Subdivision Ordinance of the Township of Winslow. 
The number of houses and building on the various streets in the Township of Winslow and designated on the official Tax Map plates of the township, which are on file in the office of the Township Clerk and will remain on file in said office for use and examination by the public, shall be in accordance with and conform to the system of numbering shown and designated on the official Tax Map plates aforesaid and hereby adopted. Said official Tax Map and numbering system is annexed hereto and made a part hereof without inclusion of the Tax Map thereof herein.
Upon the failure of an owner, occupant or lessee to ascertain and affix upon any building to which this chapter applies the assigned and authorized number within three (3) months after the final adoption and publication of this chapter, the township may enforce the provisions herein.
Any person who violates the provisions of this chapter shall, upon conviction thereof, be punished by a fine not exceeding two hundred dollars ($200.).
