As used in this article, the following terms shall have the meanings indicated:
AUTOMATED SOLID WASTE COLLECTION
The method of collecting solid waste and recycling through the use of mechanical collection equipment and special containers to accommodate the collection.
BOX SPRING
A wood or metal frame filled with metal springs and covered with cloth and that is placed under a mattress for support.

GARBAGE
Includes kitchen waste, as well as refuse in the nature of animal and vegetable matter or other matter of a similar nature, together with paper bags and linings used to contain same.
MATTRESS
A fabric case filled with resilient material (such as cotton, hair, feathers, foam, rubber, or an arrangement of coiled springs) used either alone as a bed or a bedstead or an inflatable airtight sack for use as a mattress.

SOLID WASTE CONTAINER
A specially designed wheeled black ninety-six (96) gallon container issued by the Township to its residents to accommodate the automated collection operation to be used for the deposit, disposal, and collection of solid waste. These containers are property of the Township.
TRASH
Includes all manner of refuse generally designated as paper, cardboard, rags, glass, metal containers, ashes and all debris of a similar nature that accumulates incidentally to the use and occupancy of a residence.

A. 
All Township issued black solid waste containers and black with green lid ninety-six (96) gallon recycling containers are to be placed in the roadway within the limits of the residence, in front of the curb or edge of the roadway, and maintaining spacing between the containers and any other obstructions which may be present in the roadway. When placed in the roadway, both carts should be situated in a manner by which the handles of the carts are facing the front wall of the residential structure.
B. 
Only one (1) collection point shall be permitted per residential user. In the case of corner lots, solid waste, recyclables and yard waste shall be placed at the curbside of an improved roadway which is most convenient to the collection vehicle or as directed by the Director of Public Works.
C. 
The Director of Public Works has the right to designate collection points located on dead-end and one-way streets, which provide the most efficient and safe route to accommodate automated solid waste and recyclables collection.
D. 
No collection of solid waste or recyclables will be provided to dwellings under construction, dwellings being remodeled, vacant or unoccupied dwellings, vacant lots or vacant lands or those properties/residences without a valid temporary certificate of occupancy or certificate of occupancy.

E. 
No trash, garbage or recyclables shall be placed at the point designated for collection at or near any street, alley, lane, road, highway or other public place earlier than 5:00 p.m. on the day before the day designated for collection.
F. 
All trash, garbage or recyclable containers shall be removed from the point designated for collection at or near any street, alley, lane, road, highway or other public place no later than 6:00 p.m. the day after the designated day for collection.

G. 
Mattresses and box springs shall be placed in separate plastic (polyethylene) bags, also known as mattress bags or mattress moving and storage bags, prior to being placed at the curb.

A. 
Beginning January 1, 2016, all solid waste is to be placed into Township issued, black ninety-six (96) or black with green lid ninety-six (96) gallon containers. Township issued solid waste containers are the property of the Township. Additional containers can be obtained for a fee, only after a clear demonstration of need is established by the Department of Public Works in accordance with Township policy, adopted by resolution the Governing Body, as same may be amended from time to time. The request must be made in writing to the Clerk of Winslow Township and state clearly the reason(s) needed for the additional container. A follow up investigation, including at least (3) three random inspections, will be conducted by the Department of Public Works. The fee to obtain an additional container is one hundred dollars ($100.) and all such containers shall remain the property of Winslow Township.
Containers that are lost, destroyed or stolen can be obtained for a fee. Lost or stolen containers must first be reported to the Department of Public Works, and then a police report must be filed by the requestor before a replacement container is purchased. The fee to obtain a replacement container is fifty dollars ($50.) and all such containers shall remain the property of Winslow Township.

B. 
Contents placed into the container should not exceed the maximum rating of three hundred thirty-five (335) pounds. It is the responsibility of the resident to maintain the container in a clean, sanitary, and overall safe manner. Additionally, it is the resident's sole responsibility to alert the Township of damage to the container that prohibits the ability for it to be effectively utilized for disposal and collection, and theft of a container.

No trash, garbage or recyclable shall be placed at the point designated for collection at or near any street, alley, lane, road, highway or other public place earlier than 5:00 p.m. on the day before the designated day for collection, and shall be removed from the point designated no later than 6:00 p.m. the day after the designated day for collection.

No person shall break into, untie or otherwise unbundle any container, bundle or package of paper, ashes, refuse, garbage or offal that has been placed on the sidewalk for collection.

No person shall place any items other than trash or garbage, as herein defined or described, at such pickup locations on their property for removal by the trash and garbage collectors of the Township of Winslow, and the disposal of any other items may take place at the discretion of the proper Township officials on special days to be designated by the Township of Winslow for the collection of same, and only such items as are not too bulky and heavy and which can be handled by up to two (2) men may be so collected.
Any person who shall violate any of the provisions of this article shall upon conviction thereof, be subject to a fine not exceeding five hundred dollars ($500.) or to imprisonment for a term not exceeding ninety (90) days, or both.
