The purpose of this chapter is to secure the citizens and residents of the Township of Winslow from fire, panic and other dangers, to promote the health and general welfare, to conserve the value of property and to keep the Township of Winslow free from any matter which would be unsightly or objectionable or which would tend to detract from the aesthetic appearance of the municipality.
For purposes of this chapter, the following definitions shall apply, provided that any word not specifically defined herein shall have the meaning ordinarily prescribed and/or generally known:
ACCESSORY STRUCTURE
A building, as defined herein, the structural walls of which are not in direct contact with the structural walls of the principal building, and is customarily incidental and subordinate to the principal use or building and located on the same lot with such principal building.

APPLICANT
The person that owns, rents, occupies, or controls the property and obtains a permit for placement of a temporary outdoor storage unit or dumpster from the Township's Building Inspector.

The Construction Code Official of the Township of Winslow.

CONTAINERIZED
The placement of yard waste in a proper container with suitable handles, clearly marked "yard waste" or biodegradable paper bag, such as to prevent the yard waste from spilling or blowing out into the street and coming into contact with stormwater.

EXTERIOR PREMISES
Those portions of a building or structure which are exposed to public view or are visible from adjoining and adjacent lots, including all outside surfaces and appurtenances thereto and the open land space of any premises outside any building or structure erected thereon.

INFESTATION
The presence of or within a premises of any insects, rodents or other pests that present a safety hazard.

LITTER
Any garbage, refuse and rubbish, as such are defined herein, and all other waste materials which are thrown or deposited as herein prohibited and tend to create a danger to the public health, safety and welfare.

PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.

PRIVATE PREMISES
Any dwelling, house, building or other structure designed or used either wholly or in part for residential or commercial purposes, whether inhabited or temporarily or continuously inhabited or vacant, and shall include any yard, grounds, walk, driveway, porch, step, vestibule or mailbox belonging to or appurtenant to such dwelling, house or building or other structure.

PUBLIC PLACE
All streets, sidewalks, boulevards, rights-of-way, alleys or other public walkways and all public parks, squares, spaces, docks, grounds and buildings.

PUTRESCIBLE
Any decomposing organic matter usually composed of rotten or foul-smelling solid waste.

REFUSE
All putrescible and nonputrescible solid wastes, except body wastes, including garbage, rubbish, ashes, street cleanings, dead animals, abandoned automobiles and boats and solid market and industrial waste, specifically including, but not limited to, abandoned furniture, household equipment, scrap building materials, scrap lawn and garden tools and machinery and other such similar items.

REFUSE CONTAINER
Any waste container that a person controls, whether owned, leased or operated, which is used for the collection of construction debris or trash. For purposes of this chapter, the word "dumpster" shall have the same meaning as "refuse container" and the words shall be used interchangeably.
RUBBISH
Nonputrescible solid wastes consisting of both combustible and noncombustible wastes, such as paper, wrapping, cigarettes, cigars and tobacco wastes, cardboard, tin cans, yard, garden or lawn clippings, leaves, wood, glass, bedding, crockery and similar material.

SOLID WASTE
Any garbage, refuse and other discarded materials from industrial, commercial and agricultural operation and from domestic and community activities, and includes all other waste material, including liquids.

STORMWATER
Any water resulting from precipitation (including rain and snow) that runs off the land's surface, is transmitted to the subsurface, is captured by separate storm sewers or other sewerage or drainage facilities, or is conveyed by snow removal equipment.

TEMPORARY OUTDOOR STORAGE UNIT
Any container, storage unit, shed-like container or other portable or transportable unit or structure, including but not limited to Portable On-Demand storage units or "PODs," which is designed and used primarily for temporary storage of building materials (before they are utilized for building purposes), household goods, personal items and other materials of any kind and which is located outside an enclosed building other than an accessory building or shed complying with all building codes and land use requirements.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, including devices used exclusively upon stationary rails or tracks.
