Subject to the provisions of Article III, § 284-14 hereof, the owner of every existing house, building or structure which is or may be occupied or used by human beings, located on a street along the line of any water main now or hereafter constructed, acquired or operated in and by the Township of Winslow, within one hundred twenty (120) days after the date on which the services of such water system are made available to such house, building or structure, shall connect same to the present water system and thereafter utilize only the water supplied by the central water system.

If the owner of any house, building or structure referred to in Section 284-10 hereof shall fail to make any installation or permit the connection required by this article within the time herein required, the Township may proceed to make such installation or connection or cause the same to be made and assess the cost thereof as a lien against such house, building or structure pursuant to and in accordance with the provisions of the County and Municipal Water Supply Act, N.J.S.A. 40A:31-1 through 31-23, subjecting same to a subsequent tax lien sale.
