The PR-5, or Pinelands/Rural Development Residential District, occurs in areas of the Township designated in the Pinelands Comprehensive Management Plan as Rural Development Areas. This district is intended primarily for residential development at an overall or average density of one dwelling unit per 3.2 acres.
Within the PR-5 District, land may be used and buildings or structures may be used, altered or erected for the following uses:
A. 
Single-family, detached dwellings, provided that clustering of the permitted dwelling units shall be required in accordance with Section 296-65.1 whenever two (2) or more units are proposed as part of a residential development.

B. 
Single-family detached dwellings on individual lots no less than one (1.0) acre in size in accordance with Section 296-9.3 or Section 296-9.4.
C. 
Recreation facilities, low-intensive or intensive.
D. 
Public facilities.
E. 
Public service infrastructure.
F. 
Accessory uses incidental to any of the foregoing uses.
G. 
Single-family, detached dwellings which are not clustered in accordance with the standards of Section 296-65.1 may be permitted as a conditional use, provided that:

(1) 
The Planning Board finds that:
(a) 
Clustering of the proposed dwellings would be inconsistent with the minimum environmental standards set forth at N.J.A.C. 7:50-6; or
(b) 
Clustering of the proposed dwellings would disrupt the contiguity of the forest ecosystem to a greater degree than non-clustered development.
(2) 
The minimum area, yard and bulk requirements of Section 296-12 are met.
A. 
Residential dwelling units proposed for development within the PR-5 District shall be subject to the area, yard and bulk requirements listed in Schedule 2, Area, Yard and Bulk Requirements for Residential Uses, found as an attachment to this chapter.
B. 
For nonresidential uses proposed for development within the PR-5 District, no minimum lot area shall be less than that needed to meet the water quality standards of Section 218-4.B, whether or not the lot may be served by a centralized sewer treatment or collection system.
All development proposed within the PR-5 District shall conform with all applicable standards under Article XV of this chapter.
