Every owner of an occupied structure (capable of utilizing water under pressure) for residential, commercial, or industrial purposes, but not buildings utilized solely for agricultural purposes, where the structure is located within 150 feet of a public water line, within 90 days of notice be required to connect at his/her own cost the house, building, or other structure to the public water system, in accordance with the regulations of the Pennsylvania Water Company.
In case any required owner of a structure covered by the mandatory connection requirement set forth above shall neglect or refuse to connect with said water service system as so provided for a period of 90 days after notice to do so has been served upon them, the Township of Robinson Board of Supervisors or its agent may enter upon such property and construct such connection, billing the cost thereof to the owner.
Connections shall be made according to the rules of the Pennsylvania American Water Company and only with payment of the prescribed tap fee. Connections shall be subject to inspection by the Pennsylvania American Water Company and meters and other water supply devices shall be subject to inspection by Pennsylvania American Water Company personnel during normal business hours or at other times in the event of water supply emergencies.
Nothing contained herein shall prevent any property owner from maintaining a second supply of water upon their property as long as each of the following conditions is met:
A. 
The property owner has installed a tap, service line, or meter as otherwise required by this article of the rules of the Pennsylvania American Water Company;
B. 
On a reasonable periodic basis established by the Pennsylvania American Water Company, the property owner notifies the Pennsylvania American Water Company of the existence of the second water supply on the property and the property owner permits the Pennsylvania American Water Company personnel to inspect to assure themselves that no cross-connections are occurring; and
C. 
That the property owner promptly pay a minimum bill for public water service, and failure to pay a bill for a period of more than 60 days shall be grounds for an order terminating the right to a second water supply.
Any person who shall violate or fail to conform to the provisions of this article shall, upon prosecution by the Township and conviction thereof, be sentenced to pay a fine of not more than $1,000 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.
All ordinances or resolutions or parts of ordinances or resolutions conflicting with the provisions of this article are hereby repealed to the extent of such conflict.
Should any section, paragraph, clause, or phrase of this article be declared unconstitutional or invalid by a court of competent jurisdiction, the remainder of said article shall not be affected thereby and shall remain in full force and effect.
