[HISTORY: Adopted by the Township Committee of the Township of Barnegat 5-7-79 as Ord. No. 1979-14. Amendments noted where applicable.]
There is hereby created a Department of Parks and Recreation in the Township of Barnegat.
The Department of Parks and Recreation in the Township of Barnegat shall be supervised by the Director of Parks and Recreation, whose post is hereby created. The Director of Parks and Recreation shall be under the supervision and control of the Committeeman in charge of recreation and shall serve for a term of one (1) year.
The Director of Parks and Recreation shall be responsible for the organization and scheduling of any and all recreational programs and activities undertaken under the auspices of the Township of Barnegat. Said Director shall further act as liaison for all citizens and citizens' groups in the Township of Barnegat so as to ascertain the recreational needs and requirements of the citizens of the Township of Barnegat and so as to organize all recreational activities in the Township of Barnegat. Said Director shall further supervise all full-time and part-time employees of the Township of Barnegat involved in the supervision, control and maintenance of recreational programs, activities and park facilities in the Township of Barnegat and shall further be responsible for the maintenance of all recreational and park facilities in the Township of Barnegat.

The position of Assistant Recreation Director is hereby established for the Township of Barnegat.
There is hereby created the position of Secretary for Parks and Recreation in the Township of Barnegat who shall serve a term which shall be coterminous with that of the Director of Parks and Recreation. The Secretary shall be under the supervision and control of the Director and shall aid and assist the Director in carrying out those functions and duties imposed on the Director as above provided for.
There is hereby created the position of Program Coordinator for Parks and Recreation in the Township of Barnegat who shall serve in such part-time position for a term which shall be coterminous with that of the Director of Parks and Recreation. The Program Coordinator shall be under the supervision and control of the Director and shall aid and assist the Director in coordinating and stimulating community interest and volunteers for the park and recreational programs and functions.

The Programs and Special Events Coordinator shall be a forty (40) hour per week, full-time position and will include the following qualifications and duties;
A. 
Requirements. Appointees will be required to possess a driver's license valid in New Jersey.
B. 
Knowledge and abilities.
(1) 
Ability to plan and conduct effective instructional tasks;
(2) 
Ability to promote and organize recreation programs;
(3) 
Ability to instruct, lead and motivate participants;
(4) 
Ability to effectively organize program activities;
(5) 
Ability to identify potentially dangerous or hazardous situations;
(6) 
Ability to maintain discipline and maintain good working relationships with participates, associates and the public;
(7) 
Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the recreation office;
(8) 
Ability to read, write, understand and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
C. 
Examples of work.
(1) 
Helps promote recreation programs of all types;
(2) 
Helps organize and lead groups and individuals in various activities;
(3) 
Helps participants to attain greater skills in and enjoyment from recreation activities;
(4) 
May assist in planning and initiating a comprehensive recreation programs for all ages and both sexes;
(5) 
May demonstrate and explain techniques, procedures, materials, equipment and supplies used in the recreation program;
(6) 
Reports to Recreation Director orally or in writing on groups and individuals;
(7) 
Maintains records.
Any ordinance or parts of ordinances inconsistent herewith are hereby repealed.
This ordinance shall take effect upon final adoption and publication as provided by law.

Except for programs specifically scheduled by the Parks and Recreation Department at other hours, the parks shall be closed to the public at sun-down or 9:00 p.m. whichever is earlier and shall remain closed until 6:00 a.m. or sun-up whichever is later.

A. 
Purpose. The purpose of the within section is to establish rules, regulations and scheduling for the skateboarding/in-line skating facility.
B. 
Safety equipment. It shall be unlawful for any person to use the skateboard/in-line skating facility without the wearing of proper safety equipment including personal helmets, elbow and kneepads.
C. 
Scheduled use. The use of the skateboard/in-line skating facility will be on a schedule basis for skateboard/in-line skating and bicycling established by the Recreation Director.
D. 
Prohibitions. Bicycles and skateboard/in-line skating are prohibited in the facility at the same time. Motorized or nonmotorized scooters are prohibited inside the facility and shall remain outside the fenced in area.
E. 
Signage. The Recreation Director will post signs containing rules, regulations and scheduling of the facility outside the fenced in area for public review.
F. 
Penalties. Any person violating the provisions of this section may be subject to a three hundred dollar ($300.) fine and/or community service up to thirty (30) days.
G. 
Additional regulations.

(1) 
The Barnegat Township skate park shall be unsupervised and shall be used at your own risk.
(2) 
Hours of operation are from 9:00 a.m. until dusk. The facility shall only be used during permitted hours.
(3) 
During inclement weather the skate park shall be closed. There is no use when the equipment is wet or icy.
(4) 
This facility is for use by skate boards, in-line skates and scooters only. No bicycles permitted.
(5) 
Use of drugs, alcohol, smoking, profanity and/or vandalism is prohibited and shall result in automatic and permanent expulsion.
(6) 
Parents/guardians are responsible for the actions of any juvenile under the age of eighteen (18).
(7) 
All users must wear helmets, and the use of other safety equipment is recommended (knee pads, elbow pads, et cetera).
(8) 
The Township is not responsible for any lost or stolen property.
(9) 
Smoking is prohibited on the grounds as per Chapter 64A.
(10) 
No food or drink is permitted inside the skate park with the exception of bottled water. Glass is prohibited.
(11) 
No amplified sounds, including "boom boxes" are permitted.
(12) 
Spectators must remain outside the skate park fence.
(13) 
Only equipment installed by the Township of Barnegat shall be used inside the skate park.
(14) 
Failure to abide by skate park rules will result in temporary or permanent expulsion from the park.
(15) 
Penalties - any person violating the provisions of this Section may be subject to a three hundred dollar ($300.) fine and/or community service up to thirty (30) days.
