Fee for Duplication of Records.
1.
Paper Copies. A copy or copies of a government record may be purchased
by any person upon payment of the fee prescribed by law or regulation.
2.
Non-Paper Copies. The Municipal Clerk shall collect the actual cost
of duplicating the record, which cost shall include materials and
supplies, but shall not include labor or overhead.
3.
Special Service Charge. When the Municipal Clerk determines that
the actual cost for duplication of a government record exceeds the
foregoing rates, and/or when an extraordinary amount of time and effort
is required to duplicate the record, the Municipal Clerk shall be
permitted to charge the actual cost of duplication, including labor.
(a)
Audio Tapes: The cost of duplicating audio tapes shall be seventeen
($17.00) dollars per tape.
(b)
Other than paper copies and audio tapes: If the Municipal Clerk
determines that the request for duplication falls under this category,
the Clerk shall estimate the cost of such charge and advise the requestor
of the estimated cost prior to honoring the request. This section
specifically authorizes the Municipal Clerk to collect the estimated
charge prior to duplicating the record, with any excess charge to
be refunded to the requestor.

All moneys collected hereunder shall be accompanied by a copy of
a receipt, the original having been given to the person requesting
the copy, and which moneys and receipts shall be turned over to the
Chief Financial Officer as soon as is reasonably possible after collection.

a.
N.J.S.A. 2A:158A-1 et seq. reflects the policy of the State of New
Jersey to provide indigent defendants appearing before criminal courts
with a Public Defender in matters where the defendant, if convicted,
will be subject to imprisonment or, in the opinion of the court, any
other consequence of magnitude; and provides that a defendant may
be charged for the cost of these services, to wit: the payment of
a Public Defender's fees.
b.
A person who applies for representation by a Municipal Public Defender
or a Court-Approved Counsel shall pay an application fee of not more
than two hundred ($200.00) dollars but only in an amount necessary
to pay the costs of the Municipal Public Defender's services.
In accordance with guidelines promulgated by the Supreme Court of
the State of New Jersey, the Municipal Court may waive any required
application fee, in whole, or in part, only if the Court so determines,
in its discretion, upon a clear and convincing showing by the applicant
that the application fee represents an unreasonable burden on the
person seeking representation. The Municipal Court may permit a person
to pay the application fee over a specific period of time not to exceed
four (4) months.
c.
Funds collected pursuant to paragraph b above shall be deposited
in a dedicated fund administered by the Chief Financial Officer of
the Borough of Northvale in accordance with the Interlocal Agreement
for Provision of Police and Municipal Court Services between the Borough
of Rockleigh and the Borough of Northvale dated December 30, 2003.
Such funds shall be used exclusively to meet the costs incurred in
providing the services of the Municipal Public Defender including,
when required, expert and lay investigation and testimony.

a.
Purpose. The purpose of this section is to establish policies and
procedures for the collection of fees associated with the performance
of marriage or civil union ceremonies by the Mayor.
b.
Collection of Fees. Persons seeking to be married or joined in civil
union by the Mayor of Rockleigh shall remit the applicable fees delineated
below to be paid to the Borough of Rockleigh:

Compensation and Reimbursement of Expenses Incurred Through the Performance
of Marriage and Civil Union Ceremonies.
1.
Receipt of Fees. The fee shall be paid by check to the Municipal
Clerk, payable to Rockleigh Borough. Fees collected shall be deposited
in the Borough's current fund.
2.
Disbursement of Fees.
(a)
Fees for service may be disbursed to the Mayor through the appropriate
budget line item and with appropriate authorization.
(b)
Fees for reimbursement of appropriate reasonable expenses (travel,
tuxedo rental, direct cost reimbursement) may be disbursed to the
Mayor in accordance with the Borough's established procedure
for reimbursement, including vouchers with receipts documenting the
expenses, duly authorized and with expenditure from the appropriate
item.
3.
Eligible Persons. The Borough shall reimburse only proper and reasonable
expenses incurred directly by and for the Mayor. Under no circumstances
shall the Borough reimburse expenses or expenditures on behalf of
or because of any spouse, child, guest or other person.
