a. 
General Purpose. The Wildlife Management Program (or "program") shall establish the provision for the conduct of public hearing and/or of any other method of wildlife management, control or preservation, on municipally owned land. The program shall emphasize the maintenance of a healthy balance and diversity in the local ecology, while providing for the health and safety of Borough residents, and the protection of property.
b. 
State Assistance. The program should be developed with the assistance of the New Jersey Division of Fish, Game and Wildlife, and none of its provisions shall be in conflict with State hunting or wildlife control laws or regulations.
c. 
Permits Required for Public Hunting by Bow Only. The hunting, shooting, killing and/or removal of game animals from Borough-owned land may be provided for by the program only with the possession of and under the provisions of a municipal game management permit for such activity.

a. 
Prohibition of Hunting or Carrying of Loaded Weapons on Borough-Owned Land without a Municipal Game Management Permit. No one shall hunt, shoot, kill or remove deer, or any other game animal, or carry loaded firearms or any other weapon potentially dangerous to wildlife and human safety, on Borough-owned land unless having first obtained a municipal game management permit for such activity.
b. 
Number of Permits and Permitted Properties. The number of municipal game management permits issued each year for the culling of deer and the properties to which the permits are issued shall be determined annually by resolution of the Borough Council. The number and type of other municipal game management permits that may be issued, and the properties for which such permits may be issued, shall be established under the Borough's Wildlife Management Program.
c. 
Permit Process.
1. 
The issuance of a municipal game management permit may be obtained by application to the RWMC[1] who shall have the sole discretion to grant such permits to license hunters who qualify to carry out the Wildlife Management Program in accordance with the requirements of the RWMC. Applicants must apply in person, and must bring the applicable original State hunting license and permit documents with them for photocopying together with a birth certificate. Applicants must be eighteen (18) years or older to be eligible. A copy of the certificate of insurance confirming general liability insurance with coverage with combined single limits for bodily injury and property with coverage with combined single limits for bodily injury and property damage of at least one million ($1,000,000.00) dollars per single occurrence and one million ($1,000,000.00) dollars annual aggregate.

As permissible under State law, preference may be given to Rockleigh residents followed by Bergen County residents, thereafter remaining permits shall be available to any eligible resident of the State of New Jersey.
3. 
Any permit issued by the Borough may contain such conditions as are reasonably required to ensure the safety of Borough residents, including but not limited, to posting the properties to warn the public of any hunting activities taking place thereon, limit the days and times during which the permittees may hunt thereon and restricting the areas within the properties on which the permittees may hunt.
4. 
Permits shall be valid only during the applicable State-approved wildlife game animal hunting seasons, as the dates may be amended from time to time by State authorities.
5. 
Permits shall be specific to the property for which they are issued, and shall be nontransferable between properties and/or parties.
6. 
The Borough may charge a fee for the issuance of permits. Fees may be described by a standard fee schedule or determined by a competitive bidding process. For the culling of wildlife, the permit fee structure shall be established annually by resolution of the Borough Council.
7. 
Revocation and Term of Permits.
(a) 
The Chief of Police shall be authorized to revoke a permit issued hereunder at any time if the safety of any persons or the safety of personal or Borough property is threatened as a result of activity authorized by the permit. Violations by any permittee of any applicable State or local rules or regulations pertaining to hunting shall also cause the permit to be revoked. Where such permit has been revoked or where person or personal property are endangered as set forth, the Chief of Police is authorized to require that such person or persons leave the Borough-owned land immediately and take all steps necessary and legal to eliminate the condition that endangers persons or property.
(b) 
Conditions of Use of Permit.
(1) 
Permits shall be valid only during the applicable State-approved hunting seasons.
(2) 
Permits shall be specific to the property for which they are issued, and shall be nontransferable between parties.
(3) 
All New Jersey Fish and Game Wildlife rules, regulations, and bag limits shall be applicable and followed.
(4) 
There shall be three (3) sections to hunt, and there shall be three (3) parking areas to access these areas.
(5) 
There shall only be three (3) hunters in each section at any time. Only total of nine (9) hunters are allowed on the property at one time.
(6) 
All members shall pay a fee of twenty-five ($25.00) dollars to obtain a permit by check payable to RWMC. Fees will cover the cost of parking signs for the three (3) sections, the making of the permits and tags and any other expenses incurred in the operation by the Commission.
(7) 
Permits will be affixed to the rear window on the driver side of the vehicle which will be registered to the permit holder.
(8) 
Tags will be issued to permit holders to be placed on a map board to be located in the Firehouse.
(9) 
Members must, before entering the property sign in a book that will be located near the map board. Name, date and time in shall be entered also the time expected to exit the property shall be entered. On the map board the property will be divided into three (3) sections. On the three (3) sections will be three (3) hooks, three (3) in each section, totaling nine (9). A member shall place his tag on a hook in the section and area he or she shall be hunting in.
(10) 
The member shall proceed to the corresponding parking area to enter that section.
(11) 
When the member is finished hunting, the member shall immediately return to the Firehouse and sign out the time in the book and remove his tag from the map board.
(12) 
If a member's tag is on the board and his car is not in the designated parking area for that section their permit shall be revoked.
(13) 
Any animal taken from the property shall be removed to such location as shall be designated by RWMC.
