Wherever any officer of the Township is authorized by any provision
of this Code or any other ordinance of the Township to do any act,
that act may also be performed by any agent or subordinate of the
officer authorized to do it or by any other officer of the Township.
This section shall not apply to acts which are quasi-judicial or rule-making
or which involve the exercise of discretion or where special technical
or professional skill or knowledge is required.
