The maintenance of a well or test hole not in operation: around
which no wall, fencing or similar barrier has been erected to afford
notice of the existence of such well or test hole; or in which there
exists a present danger of pollution or contamination; or which has
remained inoperable for two (2) months without being sealed and filled
with clean fill, is a nuisance.
