[HISTORY: Adopted by the Township Council of the Township of East Brunswick 9-29-94 as Ord. No. 94-40.]
As used in this ordinance, the following definitions shall apply:
A. 
CONVICTED OFFENDER — shall mean any person who has been convicted of a violation of the following statutes: N.J.S.A. 2C:14-2, N.J.S.A. 2C:14-3 and N.J.S.A. 2C:14-4, where the victim of said crime was a person under the age of eighteen (18).
B. 
PERMANENT RESIDENT — shall mean any person who resides within the Township of East Brunswick for more than thirty (30) days in any one year.
A. 
Any convicted offender who becomes a permanent resident of the Township of East Brunswick shall upon obtaining permanent residence status as defined in this Ordinance register at the East Brunswick Township Police Department. At the time of Registration, the following information shall be supplied by the convicted offender:
1. 
Name and social security number;
2. 
Street address;
3. 
Driver's license number;
4. 
Make, model and license plate number of any motor vehicle owned or used;
5. 
Nature of each and every offense committed;
6. 
Date of each offense and date of each conviction;
7. 
Date of release from custody;
8. 
Prosecuting agency for each offense;
9. 
Age of victim for each offense;
B. 
Obligation to provide the information contained in subsection A above shall be a continuing obligation and any change in any of the information so supplied shall be immediately reported to the East Brunswick Department of Public Safety.
The Director of Public Safety or his/her designee shall maintain a registry of convicted offenders containing the information required in § 173-2 of this Ordinance in alphabetical order by street name, which registry shall be available at all times for inspection by any person. A copy of the registry shall also be forwarded by the Department of Public Safety to the East Brunswick Township Board of Education.
A. 
If any section, subsection or paragraph of this Ordinance is declared to be unconstitutional, invalid or inoperative, in whole or in part, by a court of competent jurisdiction, such section, subsection or paragraph shall, to the extent that it is not unconstitutional, invalid or inoperative remain in full force or effect and no such determination shall be deemed to invalidate the remaining sections, subsections or paragraphs of this Ordinance.
B. 
This Ordinance shall be liberally construed for the protection of the health, safety and welfare of the people of this municipality.
