§ 202-6. Fees rescinded 9-14-81 by Ord.

Chapter 358, Laws of 1981 extending the moratorium on the taxation
of mobile homes as real property for an additional year. Amendments

As used in this chapter, the following terms shall have the
meanings indicated:
CAMPSITE
Any place where a person is permitted to sleep or dwell in
anything other than a permanent structure.
TRAILER
Any self-propelled or non-self-propelled vehicle or portable
or semiportable structure used or intended for use as a temporary
or permanent dwelling or sleeping place for one (1) or more persons,
including but not limited to mobile homes, dependent and independent
travel trailers, piggy-back campers, camp cars, mobile home busses
and tents.
TRAILER CAMP
Any place where a trailer as hereinafter defined may be parked,
other than an enclosed building, for more than three (3) hours, including
but not limited to mobile home parks and trailer parks.
No person shall operate a trailer camp or campsite within the
Township of East Brunswick without having obtained a license and paid
the required license fee.
Applications for licenses shall be made to the Township Clerk
and shall contain the following information:
A. The name and address of the applicant; if the applicant is a corporation,
the name and address of the registered agent and the address of the
corporation's principal place of business.
B. A statement as to whether the applicant is the owner of the premises
upon which the proposed trailer court will operate.
C. The total number of trailer stands in the proposed trailer camp.
D. Three (3) copies of a site plan of the proposed trailer camp on a
scale no smaller than one (1) inch equals forty (40) feet and clearly
showing the following:
(1) The area, shape and size of the site, all properties within two hundred
fifty (250) feet of the site boundaries and all buildings on those
properties.
(2) Topography of the site drawn at a ten-foot contour level.
(3) Any prominent natural features on the site.
(4) The location and size of all easements for gas, water and electric
lines.
(5) The locations of all proposed trailer sites and accessory buildings,
sidewalks, driveways, roads, parking areas, buffer strips and recreation
areas.
(6) The proposed grading and drainage plan for the site.
E. Appropriate information as to the location and type of facilities
provided for water supply, sewage disposal and garbage disposal. If
any laundry or similar facilities are to be provided, information
as to their location and type shall also be included. This information
may be included in the site plan.
F. Appropriate evidence as to the good character and business responsibility
of the applicant.
It shall be unlawful for any person to park any trailer or camp
car for any period exceeding two (2) hours on any street in the Township
of East Brunswick or on any premises within the limits of the township,
except for the purposes of repair or storage.

Notwithstanding any provisions of this chapter or any other
section of the Code of the Township of East Brunswick to the contrary,
a resident may repair or store a trailer, motor home, camper or camp
car on his or her own property adjacent to his or her home without
first obtaining a permit from the Township of East Brunswick. Any
such trailer, motor home, camper or camp car undergoing repairs or
being stored shall not, during such period of repair or storage, be
used by any persons as a dwelling or sleeping place unless the owner
shall first apply for a permit, without fee, to be issued by the Township
Clerk. Such permits may be issued by the Township Clerk upon a showing
by applicant of any one of the following:
A. His or her home has been partially or totally destroyed by fire,
flood or other casualty, in which case the permit shall be valid for
a period of 120 days.
B. He or she owns or operates a seasonal recreational property and requires
housing for a caretaker or watchman for security purposes, in which
case the permit shall be valid for a period of 1 year.
C. He or she is constructing or renovating an existing house in a rural
preservation zone on qualified farmland, in which case the permit
shall be valid for a period of 180 days, and shall be eligible for
a renewal of 90 days, provided the house is still undergoing construction
or renovation.
Notwithstanding such issuance, the Township Council may revoke
such a permit if it receives sufficient credible information to warrant
a conclusion that the permit was issued based upon a misstatement
of the facts. Any extension of this time period must be approved by
the Township Clerk.

The fee for the license to operate and maintain a trailer camp
or camp site shall be five hundred dollars ($500.) per year, plus
two dollars and fifty cents ($2.50) per calendar week, or any part
thereof, for each trailer parked at the camp.
Each licensee shall maintain a camp registry and each month
submit three (3) copies of the same so far as it pertains to the previous
month, setting forth the license number of each trailer; serial number,
body type and license number of each automobile; date of arrival,
whether still at camp and, if out, the date of departure; and the
age, name and last permanent address of the owner of each car and
trailer and of each occupant thereof. A copy shall be delivered to
the Township Clerk, a copy to the Clerk of the Municipal Court and
a copy to the Tax Collector, together with payment to the Tax Collector
of any and all fees due the township as provided herein. No license
shall be transferable without permission of the Township Council.

A. No license shall be issued for more than forty (40) trailers in any
trailer camp.
B. Each trailer space shall be clearly marked and shall be adequate
for the type of facility occupying the same. Trailers shall be parked
on each space so that there will be at least fifteen (15) feet side-to-side
spacing between trailers, ten (10) feet end-to-end spacing between
trailers and any adjoining property line, twenty-five (25) feet from
the side line of any public street or highway and fifteen (15) feet
from any building or structure.
C. A minimum of one hundred (100) square feet per trailer space shall
be provided in one (1) or more places for recreation areas, be restricted
to such use and be free of traffic hazards.
Any water faucet, toilet, garbage receptacle or other equipment
required by the provisions of this chapter in campgrounds or which
may hereafter be required by any rules and regulations of the Board
of Health pertaining to campgrounds shall be in addition to and shall
not be construed to mean water faucets, toilets, garbage receptacles
or other equipment now or hereafter located in or adjacent to the
campground and which may already or hereinafter be required under
provisions of other laws or ordinances.
Trailer camps shall be enclosed with an approved fence or planted
hedge, five (5) feet in height, with no openings to adjoining property
other than the required entrances and exits to streets or public spaces.
Travel lanes not less than thirty (30) feet in width which provide
easy access to all parking spaces shall be constructed with a hard,
dustless road surface which affords ready means of entrance and exit
to the street.
Office buildings, structures housing sanitary equipment, garages
and repair shops shall be constructed to meet all requirements of
the Building Code. Repair shops for motor vehicles shall be located
not less than twenty (20) feet from trailer units or any building.

No license to conduct a trailer camp, campsite or sleeping quarters
intended to be provided, as described in the application, shall be
issued if any of the sleeping quarters or any of the outside sanitary
conveniences intended to be provided are within five hundred (500)
feet of three (3) or more dwelling houses occupied for dwelling purposes
at the time of the application in the Township of East Brunswick.

It shall be unlawful for any person or licensee operating a
trailer camp to place, cause or permit any trailer to be placed upon
a permanent foundation or otherwise permanently fixed to the ground,
and any such action shall automatically convert the trailer to a permanent
dwelling subject to the provisions of the Zoning Chapter and all other
township ordinances applicable to permanent structures.

No person shall permit any licensed premises to be used for
immoral purposes or suffer the violation thereon or therein of any
penal law or of any ordinance of the township.
Each licensed place or premises shall at all times comply with
all proper police, health and fire regulations imposed by the Township
Council or Board of Health. Any business and the place and premises
where conducted shall be subject to examination and inspection by
day or night by the Township Council, or a committee thereof, and
by the fire and health authorities of the township.
In case of failure or refusal to comply with any of the terms
or provisions of this chapter, the Township Council may, on notice
and hearing, refuse or revoke any license applied for or granted hereunder.
