A. 
Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein.
B. 
As used in this chapter, the following terms shall have the meanings indicated:

ELECTRIC VEHICLE
Any car, truck, or other vehicle that does not produce tailpipe or evaporative emissions or is a plug-in hybrid electric vehicle.
ELECTRIC VEHICLE PARKING SPACE
Any marked parking space that identifies the use to be exclusively for the parking of an electric vehicle.
All former traffic ordinances of the Township of East Brunswick are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this chapter.
If any part or parts of this chapter are held to be invalid for any reason, such decision shall not affect the validity of the remaining portions of this chapter.
Unless another penalty is expressly provided by New Jersey statute, or except as specifically provided in some other section of this chapter, every person convicted of a violation of a provision of this chapter or any supplement thereto shall be liable to a penalty of not more than fifty dollars ($50.) or imprisonment for a term not exceeding fifteen (15) days, or both.
No person shall operate a vehicle at any time upon the grounds of East Brunswick High School other than on designated paved roadways.

No person shall operate a vehicle upon the grounds of any park as identified herein, other than on designated paved roadways. The parks to which this section shall apply are:
Bicentennial Park, Community Park, County Lane Park, Pine Ridge Park, River Bend Park, Sadowski Park, Washington Heights Park and Welsh Park.
