The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.R.S. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I attached to and made a part of this chapter.
No person shall park a vehicle at any time during the periods indicated upon any of the streets or parts thereof described in Schedule II attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule III of any day upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule IV of any day upon any of the streets or parts of streets described in said Schedule IV attached to and made a part of this chapter.

A. 
No person shall park a vehicle for longer than the time limit shown in Schedule V at any time between the hours listed in said Schedule V of any day upon any of the streets or parts of streets described in Schedule V attached to and made a part of this chapter.
B. 
Residents of the specified streets referenced in the provisions of § 209-44 and this section are exempt from the enforced parking restrictions on the street they reside.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule VI attached to and made a part of this chapter except at the angle designated and only within the painted white stall lines.

No person shall park a vehicle at any time upon the grounds of any park as identified herein, unless in areas so designated for parking. All violators will be towed from areas where parking is not permitted at violators' expense. The parks to which this section shall apply are:
Bicentennial Park, Community Park, Country Lane Park, Pine Ridge Park, River Bend Park, Sadowski Park, Washington Heights Park and Welsh Park.

A. 
Parking prohibited on school property. No person shall park a vehicle at any time on any streets, roads, driveways or alleys located on public school property at the schools described in Schedule VII attached to and made a part of this chapter.
B. 
All parking areas upon the grounds of East Brunswick High School are to be regulated by parking permits.
(1) 
Parking areas will be divided into three (3) categories:
(a) 
Staff parking.
(b) 
Student parking.
(c) 
Visitor parking.
(2) 
All parking areas so designated will be properly sign-posted so as to identify the area defined.
(3) 
All staff members and students shall be required to file with the principal's office an application which will include the name and address of the owner and a description of the vehicle. Upon acceptance, a permit and vehicle decal may be issued by the principal or his designee.
(4) 
The vehicle registration decal must be permanently mounted on a parking hang tag to be attached to the rear view mirror, or such other method as may be communicated by the Principal's Office of East Brunswick Public High School to the East Brunswick Department of Public Safety. The decal on all open two-wheeled vehicles, including motor bikes, motorcycles, motor scooters and mopeds must be located for display at the discretion of the owner.

(5) 
There shall be separate parking areas designated for two-wheeled vehicles.
(6) 
All parking regulations will be in effect between the hours of 8:00 a.m. and 2:00 p.m. on school days only.
(7) 
When there are special events at East Brunswick High School of a temporary nature, temporary permits may be issued by the principal of the high school, or the Director of Public Safety may administratively suspend parking regulations for the day or days in question.
(8) 
Special permits shall be made available upon application by owners and operators of utility trucks and vans and by service personnel who are required to park on the grounds of East Brunswick High School while conducting business on the premises.
(9) 
All substitute teachers shall obtain either temporary permits or staff permits as set forth above.
(10) 
The Director of Public Safety of the Township of East Brunswick shall cause to be filed in the office of the Clerk of the Township of East Brunswick as a public document a copy of the parking plan showing the areas set forth above.
(11) 
No person shall park a vehicle at any time upon the grounds of East Brunswick High School other than at areas so designated for parking. All violators will be towed from areas where parking is not permitted at the violators expense.
C. 
Traffic and Parking on the grounds of East Brunswick High School are to be regulated by a site plan, a copy of which is on file in the East Brunswick Department of Public Safety, Traffic Safety Section, and which is identified by the New Jersey Department of Transportation as File No. F-1204, approved on October 21, 1982, which site plan is incorporated by reference in this chapter.

(1) 
Parking Areas.
Vehicles shall be parked within the painted lines shown as areas A through J on the attached site plan.
(2) 
Restricted Parking.
The following locations are hereby designated as restricted parking spaces for use by persons who have been issued special identification cards by the Motor Vehicle Commission shown as #8 on the attached site plan. No other persons shall be permitted to park in these spaces.
(3) 
One Way Streets.
The following described streets and isles are hereby designated as One Way in the directions indicated as shown on the attached site plan.
(4) 
STOP Intersections.
The following described intersections are hereby designated as STOP intersections shown as #1 on the attached site plan.
(5) 
No Right Turn.
No person shall make a right turn at any of the locations shown as #2 on the attached site plan.
(6) 
No Left Turn.
No person shall make a left turn at any of the locations shown as #3 on the attached site plan.
(7) 
Right Turn Only.
All vehicles shall move in the direction shown as #7 on the attached site plan.
(8) 
Yield Intersections.
The following described intersections are hereby designated as Yield Intersections, shown as #9 on the attached site plan.
(9) 
Non-Through Street.
The roadway on the high school grounds between Cranbury Road and Summerhill Road is hereby designated as a non-through street. The site plan is to be amended accordingly.

(10) 
Identification Parking.
Parking spaces for persons who have been issued special vehicle identification by the East Brunswick High School (students, faculty and staff) as shown on the attached site plan.
(11) 
Tow Away.
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, fire hydrants, oil fills, any grass area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owners or operators expense.
(12) 
Repeal.
All former traffic ordinances of the East Brunswick High School are hereby repealed, and all ordinances or parts of ordinances in conflict with or inconsistent with the provisions of this ordinance are hereby repealed, except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any ordinance hereby repealed prior to the taking effect of this ordinance.
The parking yards and parking places to which this section shall be applicable are contained in Schedule VIII attached to and made a part of this chapter.

A. 
No person shall park a vehicle at any time within any of the parking areas indicated in Schedule IX other than in areas so designated for parking.
B. 
No person shall park a vehicle in such a manner as to encroach upon other parking stalls and/or aisles, or driveways, designated for vehicular travel. Violators will be towed at the violator's expense with regard to Schedule IX.

C. 
In accordance with N.J.R.S. 39:4-197(1)h all persons entering the parking lot adjacent to the Municipal Building, known as Municipal Parking Lot I, shall enter the same at the most westerly ingress and, upon exiting same, shall do so at the most easterly egress.
D. 
In accordance with N.J.R.S. 39:4-197(1)h all persons entering the parking lot adjacent to the Public Library, known as Municipal Parking Lot II, shall enter at the most southerly ingress and, upon exiting same, shall do so at the most northerly egress.
E. 
In accordance with N.J.R.S. 39:4-197(1)h all persons entering the parking lot adjacent to the Public Safety Building, known as Municipal Parking Lot III, shall enter the same at the most easterly ingress and, upon exiting same, shall do so at the most westerly egress.
F. 
Traffic Control Devices at the Transportation Center. The Traffic Control Devices shown on the sketch dated March 30, 1981, annexed hereto shall be installed and operated on the property owned by the Township of East Brunswick, bounded by Old Bridge Turnpike, Route 18 and Tices Lane and known as the Transportation and Commerce Center.
The Traffic Control Devices shall be in accordance with the provisions of an act concerning motor vehicle and traffic regulations, subtitle 1 of Title 39 of the Revised Statutes, shall conform to the design and shall be maintained in operation as authorized by the Department of Transportation.

G. 
No person shall stop or permit a vehicle to stand at any time within any of the municipal parking areas indicated in Schedule IX, § 209-48, if the area is posted "No Stopping or Standing."

H. 
It shall be unlawful for any person to park or leave standing a vehicle in a stall or space designated for the recharging of electric vehicles unless the vehicle is connected for electric charging purposes.

(1) 
"Electric vehicle" is defined as any car, truck or other vehicle that does not produce a tailpipe or evaporative emissions or is a plug-in hybrid electric vehicle.
(2) 
"Reserved parking for recharging of electric vehicle" means any parking space designated by the Township for the recharging of an electric vehicle.
(3) 
Penalty. Any person who violates any provisions of Subsection H of this section shall, upon conviction thereof in the East Brunswick Municipal Court, be punished by a fine not exceeding $100.
(4) 
Fees. The fees to be charged by the Township for the use of a space or stall designated as "reserved parking for recharging of electric vehicle" shall be $1.50 per hour for the first three hours. After the first three hours, the Township shall increase the fee to $3 per hour. This fee may be amended by a resolution adopted by the governing body.

A. 
Designation of parking stalls for handicapped drivers in each of the parking lots listed below and in successor ownership or occupancy of the premises is hereby made in accordance with N.J.R.S. 40:11A-1, N.J.S.A. 39:4-197 providing that no person shall park a vehicle in any of the designated parking stalls in locations referred to herein unless such person is a physically handicapped individual. Any vehicle parked in a parking stall reserved for handicapped drivers which does not display the official state handicapped license plate or special identification stickers from the Motor Vehicle Commission, shall be presumed to have been parked in such a stall unlawfully.

B. 
No person shall park a vehicle in any of the designated parking stalls unless said person is a physically handicapped driver.
C. 
All violators will be towed at the violators' expense.
D. 
The Department of Public Safety shall make available to handicapped drivers stickers to be applied to their vehicles in order to permit police personnel to identify such vehicles and in order to assure access to parking stalls reserved for handicapped drivers. Any vehicle parked in a parking stall reserved for handicapped drivers which does not display the official state handicapped license plate or special identification from the Director of Motor Vehicles shall be presumed to have been parking in such a stall unlawfully.

E. 
All signing and installation shall conform to the specifications as prescribed by the N.J. Department of Transportation and the National Manual on Uniform Traffic Control Devices. Any owner of premises required to provide parking stalls for handicapped drivers or fire lanes who shall fail to provide such stalls or fail to maintain such stalls with adequate signing or striping or fail to provide adequate signing and striping for fire lanes shall be subject to a fine of not more than $500 or 90 days in jail, or both.

F. 
No operator of a vehicle shall stand or park the vehicle in a parking space on public or private property marked for the physically handicapped, unless the vehicle is authorized by law to be parked therein and a handicapped person is either the driver or a passenger in that vehicle. In accordance with Chapter 201 of the laws of 1989, N.J.S.A. 39:4-197(3) c, any person parking a motor vehicle in a parking space restricted for handicapped drivers, which person shall be without a special vehicle identification card, shall be liable to a fine of $250 for the first offense and, for subsequent offenses, a fine of at least $250 and up to 90 days community service on such terms and in such form as the court shall deem appropriate, or any combination thereof.

G. 
No owner or operator of premises having parking stalls reserved for handicapped drivers and no tenant, contractor or other person may block access to such parking stalls reserved for handicapped drivers by the plowing, piling or placement of snow or ice in such spaces. This prohibition shall be enforceable in the East Brunswick Municipal Court.

It shall be unlawful to park any truck or bus registered in excess of four tons or any boat, trailer, recreational vehicle or camper regardless of weight on any street, avenue, highway, or portion thereof in the Township of East Brunswick between the hours of 11:00 p.m. and 6:00 a.m. on any day with the exception of vehicles actually being used for emergency service.

A. 
No motor vehicle shall be parked on the streets or parts of streets designated in Schedule A, described in Schedule XXIX, which is attached hereto and made a part of this chapter on a daily basis during the hours designated in the said schedule unless:
(1) 
The motor vehicle is owned or operated on a regular basis by a resident of the street, and
(2) 
The motor vehicle has displayed on its left rear window in such a manner as to be closely examined by a police officer a current residential parking permit, or in the case of East Brunswick Rescue Squad members in the designated area of the Rescue Squad Headquarters, a valid East Brunswick Rescue Squad identity plate displayed on or in the vehicle. Visitors permits shall be hung from the rear view mirror or placed on the dashboard of the visitors vehicle.

(3) 
The motor vehicle falls under one of the exceptions to the parking ban.
B. 
Exemptions. The following motor vehicles shall be exempt from this parking ordinance.

(1) 
Visitors. A vehicle displaying a current visitor parking permit may park provided that the operator of the motor vehicle is a bona fide guest of a resident within the permit parking area. The visitor's permit shall be displayed on the rear view mirror or the dashboard of the vehicle in such a manner as to be clearly visible by a police officer enforcing the parking regulations. Vehicle is a bona fide guest of a resident within the permit parking area. The visitor's permit shall be displayed on the rear window of the vehicle in such a manner as to be clearly visible by a police officer enforcing the parking regulations.
(2) 
Contractors, Service and Delivery Vehicles. Contractors, service and delivery vehicles bearing the name and address of a commercial business may park without a permit during the time they are rendering the service to the residents within the permit parking area.
(3) 
Emergency Vehicles. Emergency vehicles and public service, telephone and other public utility motor vehicles may park within the permit parking area during the time they are rendering services or repairs within the area.
C. 
Applications. Applications for the parking permits under this chapter shall be made in writing on forms provided by the Special Operations Division of the Department of Public Safety. East Brunswick Rescue Squad members shall register their vehicles with the Special Operations Division of the Department of Public Safety.
Permits shall be granted only under the following terms and conditions.

(1) 
To persons who are residents on said street or portion thereof upon which parking is restricted by this ordinance, a permanent permit, valid for a period of two years, shall be issued for every vehicle owned or principally operated by such person or persons.

(2) 
Two visitor "hang-tag" permits shall also be issued to each residential unit on any street or portion thereof upon which parking is restricted by this ordinance for use only by visitors to that residential unit. Visitor permits will be valid for a period of two years.

(3) 
The application shall consist of:
(A) 
The application will contain a paragraph stating that the permits will be revoked for misrepresentation, misuse or abuse.
(B) 
The application will be signed by the person applying for the permit.
(C) 
Date of Issue.
(D) 
Name of Applicant.
(E) 
Address of Applicant.
(F) 
Telephone Number of Applicant.
(G) 
A valid registration and plate number for each residential parking permit issued will be necessary. (Visitor permits excluded)
D. 
Penalty. Any person who violates any provisions of this chapter shall upon conviction thereof in the East Brunswick Municipal Court, be punished by a fine not exceeding $100. A separate offense shall be deemed committed on each day during or on which a new violation occurs or continues. If any provisions of this chapter or the application of such provisions to any person or circumstances is declared invalid, such invalidity shall not affect other provisions or application of this act, which can be given effect and to this end the provisions of this act are declared to be severable.

A. 
Said parking lot shall be that portion of the parking lot adjacent to and in the area of the Township Senior Citizen Center designated by the Administration. The Administration shall designate the same by painting blue stripes on the surface of the pavement and by posting appropriate signs at or near the approaches to said parking lot.
B. 
On weekdays, other than public holidays, no person shall park a motor vehicle in the East Brunswick Township Senior Citizen parking lot between the hours of 8:30 a.m. and 3:00 p.m. unless (i) such person is a member of the East Brunswick Township Senior Citizen Center, and (ii) such person displays on the vehicle a decal issued by the Senior Citizen Center indicating that the person is a member of the Center.

Four parking spaces, in addition to those already designated as handicapped parking spaces, are hereby established in the East Brunswick Township Senior Citizen Center parking lot. The location of the four additional spaces shall be as designated by the Township Administration. All parking restrictions applicable to the existing handicapped parking spaces will be applicable to the handicapped parking spaces created by this ordinance.

A. 
It shall be unlawful for any person to park or leave standing a vehicle in a stall or space designated for the recharging of electric vehicles unless the vehicle is connected for electric charging purposes.
B. 
It shall be unlawful for any person to obstruct, block, or otherwise bar access to parking stalls or spaces described in Subsection A except as provided in Subsection A.
C. 
Notice of reserved parking for recharging of electric vehicles shall be posted on a sign not less than 17 inches by 22 inches in size with lettering not less than one inch in height that clearly and conspicuously states the following: "Unauthorized vehicles not connected for electric charging purposes will be subject to a $100 fine." The sign shall be posted in both of the following locations:
(1) 
Immediately adjacent to, and visible from, the stall or space.
(2) 
In a conspicuous place at each entrance to the parking facility.
