This district is the central shopping area of the City and its
surrounding commercial trade area. The regulations of this district
are designed to encourage the continued use of land for trade and
permitted uses while maintaining a substantial relationship between
the intensity of land uses and the capacity of utilities and streets.
Uses permitted in the Central Business (B-4) District shall be established in compliance with the standards of this article, Article XV and as specified in the City Code. Uses permitted shall be one or more of the following uses:
A.
Single-family dwellings.
B.
Two-family dwellings.
C.
Amusement enterprises when carried on wholly within a completely
enclosed building.
D.
Automobile parking lots and structures.
E.
Automobile sales.
F.
Bakeries, where the products are sold exclusively at retail on the
premises only.
G.
Banks and other financial institutions, including loan and financial
companies.
H.
Barber and beauty shops.
I.
Business colleges, barber and beauty schools, art schools, music
schools, and similar organizations.
J.
Churches.
K.
Dry-cleaning and laundry pickup stations.
L.
Fire and police stations.
M.
Florist shops, but not commercial greenhouses.
N.
Food stores, retail only.
O.
Hotels and motels.
P.
Jewelry, sales and repair.
Q.
Libraries, museums and art galleries.
R.
Newspaper offices and printing plants incidental to such offices.
S.
Offices, business, professional and public.
T.
Office equipment and supplies, sales and service.
U.
Opticians, and optical supplies sales.
V.
Pawn shops.
W.
Pet shops.
X.
Photographic studios and camera supply stores.
Y.
Radio and television stations, studios and offices.
Z.
Restaurants, but not drive-in restaurants.
AA.
Retail establishments such as department, clothing, variety, drug,
furniture, hardware, appliance, music, art, antique, gift, sporting
goods, toy, hobby, book, and stationery stores, but not excluding
similar retail establishments.
BB.
Service stations.
CC.
Shoe repair shops.
DD.
Taxicab stands.
EE.
Theaters, housed in a permanent indoor structure.
Area regulations for each use in the Central Business (B-4)
District shall not be required.
The setback line for structures shall be 10 feet from any street
right-of-way.
A minimum frontage shall not be required.
The maximum height for structures shall be 45 feet.
Sidewalks shall be required to be constructed to equal the existing
width along a property frontage and no less than five feet if nonexistent.
