This district is established to provide for high-density residential, office, governmental, and institutional needs of the City. It functions as a transitional land use between intensive commercial and industrial uses, and residential development. The district is also designed to encourage compatible uses along major thoroughfares adjacent to residential neighborhoods.
Uses permitted in the Residential and Office (R-5) District shall be established in compliance with the standards of this article, Article XV and as a specified in the City Code. Uses permitted shall be one or more of the following uses:
A. 
Single-family dwellings.
B. 
Two-family dwellings.
C. 
Home occupations.
D. 
Accessory uses, as defined.
E. 
Nursery schools, provided that at least 200 square feet of outdoor play area is provided for each child.
F. 
Office uses, such as architectural, dental, medical, legal, engineering, accounting, insurance, real estate and similar uses in which no activity is carried on catering to retail trade and no stock of goods is maintained for sale.
Conditional uses in the Residential and Office (R-5) District shall be permitted following a public hearing and approval as set forth in Articles XVI and XVIII. Conditional uses shall be one or more of the following uses:
A. 
Schools, parks and playgrounds.
B. 
Libraries.
C. 
Churches.
D. 
Hospitals (not special care).
E. 
A planned unit development.
F. 
Multifamily dwellings.
Area regulations for each use in the Residential and Office (R-5) District shall be as follows:
A. 
The lot area for a single-family dwelling shall be 5,000 square feet.
B. 
The lot area for a two-family dwelling shall be 9,000 square feet.
C. 
The lot area for an office shall be 5,000 square feet.
D. 
Other permitted and conditional uses shall have area to meet setback and parking requirements.
E. 
For permitted uses utilizing individual sewage disposal systems, the required area for any such use shall be approved by the Health Official; the Administrator may require a greater area if considered necessary by the Health Official.
The setback line for structures shall be 20 feet or more from any street right-of-way which is 50 feet or greater in width or 50 feet from the center line of any street less than 50 feet in width.
A. 
The minimum frontage for permitted uses shall be 50 feet measured at the setback line.
B. 
The minimum frontage for conditional uses shall be 100 feet as measured at the setback line.
The yard requirements for each main structure for permitted uses shall be the following:
A. 
A side yard shall be a minimum of eight feet.
B. 
The rear yard for each main structure shall be 20 feet.
C. 
The side and rear yard for an accessory structure shall be a minimum of five feet from the property line.
D. 
The minimum side yard for corner lots shall be 20 feet, for both main and accessory structures from the nearest street right-of-way.
The maximum height for structures shall be 35 feet.
