The applicant is encouraged to first consult with the Community and Economic Development Director or designee regarding the requirements for certified survey maps before submission of the final map. The subdivider shall not be charged for a preapplication consultation session with the Planning Commission if one is needed. Concept plans should be reviewed following the procedures in § 270-11.
Following consultation an official letter of application and the required number of copies of the final map in the form of a certified survey map shall be submitted to the Community and Economic Development Director or designee prior to the meeting of the Planning Commission along with the appropriate application fees; the submittal deadline will be set by internal policy. An application for a CSM review shall not be official and complete until all elements required by this chapter are received by Greenville and deemed satisfactory.
A. 
Review procedures. The CSM shall be reviewed pursuant to the procedures used for preliminary plats, including:

Applicable supplementary data required. Information shall be submitted as required per § 270-12B and consultation with Community Development staff; required information per § 270-12B shall only be required for CSMs that require Planning Commission recommendation and Board approval where public improvements will be installed; staff-level CSMs may be required to submit information required per § 270-12B if in the opinion of the Community and Economic Development Director the information is necessary.
(2) 
Notice and hearing requirements are not required per § 270-12D(1).
B. 
Approval process for complete land division applications. The Community and Economic Development Director or designee shall have the prerogative to determine whether a CSM requires review and recommendation by the Planning Commission and approval by the Board. CSMs that require public improvements and dedication or right-of-way or public lands shall be reviewed and recommended by the Planning Commission with CSM approval by the Board. CSMs that combine or create lots, move a lot line or other simple actions that necessitate a CSM as determined by the Community and Economic Development Director or designee shall be reviewed and approved by the Community and Economic Development Director or designee.
C. 
CSM review and approval shall take place in accordance with the provisions of § 236.34, Wis. Stats., and the technical requirements of § 270-37. As a condition of approval for any CSM requiring public improvements, Greenville may require, as a condition of CSM approval, that the applicant enter into a public improvement agreement (development agreement) that all required public improvements be substantially completed within two years and provides financial security for the benefit of Greenville to ensure required public improvements will be substantially completed in two years.
D. 
Recordation. The land divider shall record the map with the Outagamie County Register of Deeds within 12 months of its last approval and 36 months of first approval. Failure to do so shall necessitate a new application, review and reapproval of the CSM.
