The Township Committee shall have the power to offer a reward,
not to exceed five hundred dollars ($500.), for the detection and
apprehension of any person guilty of, purposefully or knowingly damaging
tangible property of another by an act of graffiti in violation of
N.J.S.A. 2C:17-3. For the purpose of this chapter, the term "act of
graffiti," means the drawing, painting or the making of any inscription
on a bridge, building, public transportation vehicle, rock, wall,
sidewalk, street or other exposed surface on public or private property
without the permission of the owner. Such reward shall be authorized
by resolution of the governing body, as required by N.J.S.A. 2A:153-4.1.
A reward offered in accordance with this chapter shall be payable
to such person or persons as the Township Committee may, in its discretion
and upon recommendation of the Director of Public Safety, deem entitled
thereto. The reward is to be paid after conviction out of such funds
of the Township made available therefor.

No reward offered in accordance with this chapter shall be paid
to any public employee whose duty it is to investigate or to enforce
the law, nor to such employee's spouse, child or parent, living
in the same household.
