Any person or person desiring to distribute handbills or circulars within the City of Perth Amboy shall obtain a license from the City Clerk as required by Chapter 275, Licensed Occupations, and shall pay thereof the fee required by § 275-2 of said chapter; provided that no person shall be permitted to distribute handbills under the provisions of this chapter who has not attained the age of eighteen (18) years.
Persons distributing handbills or circulars shall do so by handing such materials to willing recipients upon the public streets or in public places or at private residences, and no such materials shall be placed under the windshield wipers of automobiles or in mailboxes or newspaper tubes, and no such materials shall be thrown upon streets or lawns.
Handbills may not be distributed before the hour of 9:00 a.m. nor after the hour of 5:00 p.m.
Any person or persons violating any of the provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than five hundred dollars ($500) or by imprisonment for not more than ninety (90) days, or both.

It shall be unlawful to post, attach or affix in any manner any bill, poster, leaflet or sign of any kind on any tree, utility pole, traffic sign post or any other post or pole on or along any public right-of-way.
This Article shall be enforced by the Department of Police and authorized employees of the Department of Public Works.
Any person, individual, firm or corporation who or which shall violate or cause another to violate any of the provisions of this Article shall, upon conviction, be punished by a fine of not less than one hundred dollars ($100) and not more than one thousand dollars ($1,000) or be imprisoned for a period not to exceed ninety (90) days, or both, and each and every day in which said violation exists shall constitute a separate violation.
