For the purpose of this article, the following terms shall have the meanings indicated:
HOBART STREET LOT
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and north of Market Street and lying between the easterly line of Hobart Street.
JEFFERSON LOT C
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Jefferson Street and lying between the westerly side of High Street and the easterly side of State Street.
JEFFERSON STREET PARKING DECK
The parking deck owned and operated by the City of Perth Amboy, New Jersey, located south of Jefferson Street and lying between the westerly side of New Brunswick Avenue and the easterly side of Madison Avenue.
KING PLAZA LOT
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and lying between the easterly line of King Street and the westerly line of High Street.
MARINA LOT NORTH
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and north of Gordon Street and north of the Marina Building lying between the easterly line of Front Street and the westerly line of the Arthur Kill waterway.
MARINA LOT SOUTH
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and north of Gordon Street and south of the Marina Building lying between the easterly line of Front Street and the westerly line of the Arthur Kill waterway.
OPERATOR
Includes every individual who shall operate a vehicle as the owner thereof, or as the agent, employee or permittee of the owner.
PARK or PARKING
Includes the standing of a vehicle whether occupied or not.
PARKING METER SPACE
Any space within a parking meter zone, adjacent to a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the surface of the pavement adjacent to or adjoining the parking meters.
PARKING METER ZONE
Includes any parking lot or facility owned, operated and maintained by the City upon which parking meters are installed and in operation.
PERSON
Includes any individual, firm, co-partnership or corporation.
PUBLIC PARKING
Includes all areas and facilities owned, operated or controlled by the City and used or devoted to public parking.
PUBLIC SAFETY COMPLEX LOT
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of New Brunswick Avenue and north of the Public Safety Complex Buildings and lying between the easterly line of Ogden Place and the westerly line of the Conrail Railroad Tracks.
RD HOWELL LOT
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and north of Market Street and lying between the westerly line of Madison Avenue and the easterly line of McClellan Street.
TRAIN STATION LOT
The parking lot owned and operated by the City of Perth Amboy, New Jersey, located south of Smith Street and north of Market Street and lying between the westerly side of Maple Street and the New Jersey Transit Station.
VEHICLE
Any device in, upon or by which any person or property is or may be transported upon a highway or street, except devices moved by human or animal power.

Any and all parking lots and facilities now or hereafter owned, constructed, maintained or operated by the City are and shall be public parking lots, and the same are hereby constituted and are to be known as "parking meter zones," for a parking period limited to three hours between the hours of 8:00 a.m. and 9:00 p.m. (prevailing time) on Mondays, Tuesdays, Wednesdays, Thursdays, Fridays and Saturdays, except that the City may elect to open the Jefferson Street Parking Deck on Sundays and as otherwise hereinafter provided.

In each of said public parking lots, the City shall install parking meters or pay stations. Said parking meters shall be placed immediately adjacent to or in front of the parking places hereinafter described. Each parking meter shall be placed or set in such manner as to show or display by a signal that the parking place adjacent to such meter is or is not legally in use. Each parking meter installed shall indicate by a proper legend the legal parking time established by the City, and when operated shall indicate on and by its dial that it is in legal use, and upon the expiration of the time for which a coin or coins were inserted therein, shall indicate illegal or over parking.

The City may have lines or markings painted or placed upon the pavement adjacent to each parking meter for the purpose of designating the parking space for which said meter or pay station is to be used and each vehicle parked adjacent to, or in front of or next to any parking meter or space shall park within the lines or markings so established. It shall be unlawful and a violation of this Article to park any vehicle across any such line or marking or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

A. 
When any vehicle is parked in any such space adjacent to, next to or in front of which a parking meter or multi-space pay machine is located in accordance with the provisions of this Article, the operator of said vehicle shall, upon entering the parking space, immediately deposit or cause to be deposited one (1) twenty-five cent ($0.25) coin of the United States in such parking meter for each thirty (30) or forty (40) minutes of parking time as set forth in the table below, and failure to deposit such coin or coins shall constitute a breach of this Article and shall subject such person to the penalty prescribed in § 312-16 hereof, except as hereinafter provided. If said vehicle shall remain parked in any such parking space beyond the parking time limit fixed for such space, or as indicated on said parking meter, such vehicle shall be considered as parked overtime and beyond the period of legal parking time as set forth herein.

B. 
When a parking space is located in a City Lot it is limited to no more than two hours of parking for the individual vehicle and the space is regulated by a pay station, the vehicle may remain in that space if the operator pays $0.50 for the third hour and $0.75 for the fourth hour.

It shall be unlawful and a violation of the provisions of this article for any person to cause, allow, permit or suffer any vehicles registered in the name of or operated by such person to be parked overtime, or beyond the period of legal parking time, herein established, for any public parking lot as herein described, except as hereinafter provided. This article does not apply to any emergency or other authorized City vehicle while parked in direct performance and executions of their duty or enforcement of this article.

No vehicle shall be parked in any public parking lot or meter space for a period longer than three continuous hours, except as hereinafter provided.

It shall be unlawful and a violation of this article for any person to deposit or cause to be deposited in a parking meter or pay station any coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time which has been established for the parking space adjacent or next to which said parking meter is placed.

Except as hereinafter provided, it shall be unlawful and a violation of the provisions of this article for any person to permit a vehicle to remain or be placed in any parking space adjacent to or next to any parking meter while said meter is displaying a signal or other notification indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed for such parking space.

It shall be unlawful and a violation of the provisions of this article to deposit or cause to be deposited in any parking meter any slug, device or metallic substitute for any coin of the United States.

Upon the payment of sixty dollars ($60.00) of the United States to the City as a monthly fee, a person shall be permitted to park a designated vehicle in the Jefferson Street Parking Deck, King-Plaza Lot, Jefferson Lot C, Train Station Lot, Hobart Lot, and RD Howell Lot for a period of one calendar month, at unmetered parking spaces, now or hereafter designated in said lots. The City shall issue to such person a sticker or other suitable sign to be placed on the vehicle designated thereon, showing the calendar month during which such vehicle may be parked in the aforesaid lots.

No truck having a load weight capacity of more than 1/2 ton shall park in or use any public parking lot owned, operated or maintained by the City.

No person, firm or corporation shall park a recreational vehicle, truck, tractor or trailer, school bus or vehicle moved by human or animal power in or use any public parking lot owned, operated or maintained by the City.

No vehicle not equipped with pneumatic tires properly inflated shall park in or use any public parking lot owned, operated or maintained by the City.

A. 
It shall be unlawful and a violation of the provisions of this Article for any person to deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter or other equipment or device installed under the provisions of this Article.
B. 
It shall be unlawful and a violation of the provisions of this Article for any person to drive and operate a motor vehicle through any parking lot or facility owned, operated and maintained by the City for the purpose of using any such parking lot or facility as a public thoroughfare; and no person shall drive any motor vehicle into any such parking lot or facility without intent to park said motor vehicle as a patron in such parking lot or facility.
C. 
It shall be unlawful and a violation of the provisions of this Article for any person to drive and operate a motor vehicle through any parking lot or facility owned, operated and maintained by the City carelessly or without due caution and circumspection, in the manner so as to endanger, or be likely to endanger, a person or property.

A. 
Enforcement duties.
(1) 
It shall be the duty of the police officers, special or Auxiliary officers and/or parking/traffic enforcement officers of the City of Perth Amboy, acting in accordance with instructions issued by the Chief of the Police Department to report:
(a) 
The number or location of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this Article.
(b) 
Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
(2) 
Each police officer, special, or Auxiliary officers and/or parking enforcement officers may also attach to such vehicle a traffic ticket or summons showing the owner or operator thereof that such vehicle has been parked in violation of the provisions of this Article and summoning such owner or operator to appear before the Municipal Court of the City of Perth Amboy in regard to such violation. Any person charged with any traffic offense under this Article, the disposition of which is within the authority of the Violations Clerk may, upon signing the plea of guilty and waiver of trial on the back of the summons and upon ascertaining the fine and costs established for the offense charges, pay the fine, either by mail or in person, the Violations Clerk prior to the return date of the summons. The Magistrate, in his or her discretion, may authorize the Violations Clerk to accept such plea and payment at any subsequent date.
(3) 
Any vehicle that remains parked while such meter or pay station displays a signal or other indication that the vehicle occupying such space has been parked beyond the period of time paid for or prescribed for such parking space, each police officer, special or Auxiliary officers and/or parking/traffic enforcement officers may also attach to such vehicle, a traffic ticket or summons showing the owner or operator thereof that such vehicle has been parked in violation of the provisions of this Article and summoning each owner or operator to appear before the Municipal Court of the City of Perth Amboy in regard to such violation. Any person charged with any traffic offense under this Article the disposition of which is within the authority of the Violations Clerk may, upon signing the plea of guilty and waiver of trial on the back of the summons and upon ascertaining the fine and costs established for the offense charges, pay the fine, either by mail or in person, to the Violations Clerk prior to the return date of the summons. The Judge of the Municipal Court in his discretion may authorize the Violations Clerk to accept such plea and payment at any subsequent date.
B. 
Any person, firm or corporation who shall violate any of the provisions of this Article shall, upon conviction, be punished by a fine not to exceed two hundred dollars ($200.00).

The following terms, wherever used or referred to in this article, shall have the following respective meanings, which definitions shall apply in the interpretation and enforcement of this article, unless a different meaning clearly appears from the context:
OPERATOR
A person who is in actual, physical control of a vehicle or street car.
PARKING
The standing or waiting on a street, road or highway of a vehicle not actually engaged in receiving or discharging passengers or merchandise, unless in obedience to traffic regulations or traffic signs or signals.
PERSON
Includes natural persons, firms, co-partnerships, associations and corporations.
STREET
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
VEHICLE
Every device in, upon or by which a person or property is or may be transported upon a highway, except devices moved by human power or used exclusively upon stationary rails or tracks.

A. 
The Police Chief of the City of Perth Amboy is hereby authorized to establish immediately, zones to be known as parking meter zones in and upon such sides and/or such portions of the following named streets and avenues where parking is now, or may be hereafter allowed by any ordinance of the City of Perth Amboy, as follows:

From time to time hereafter, as traffic conditions require, to establish said zones in such other streets as are designated by ordinance of the Council of the City of Perth Amboy for the location of such zones.
B. 
In said parking meter zones, parking meters shall be installed and parking meter spaces shall be designated as hereinafter provided. No vehicle shall remain parked in Zone 1 for longer than one (1) hour and in Zones 2, 3 and 4 for longer than two (2) hours.
C. 
Parking meters installed in the parking meter zones hereof shall be placed upon the curb immediately adjacent to the parking places hereinafter described. Each parking meter shall be placed or set in such manner as to show or display by a signal or otherwise indicate to the operator that the parking space adjacent to such meter is or is not legally in use. Each parking meter area installed shall indicate by a proper legend the legal parking time established by the City and, when operated, shall indicate on and by its dial and pointer the duration of the periods of legal parking and, on the expiration of such period, shall indicate illegal or over-parking.

There maybe lines or markings painted or placed upon the curb and/or upon the street adjacent to each parking meter for the purpose of designating the parking space for which said meter is to be used and each vehicle parked adjacent or next to any parking meter shall park within the lines of marking so established. It shall be unlawful and a violation of this Article to park any vehicle across any such line or marking or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; if the meter is mounted in that arrangement when a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.

A. 
When any vehicle shall be parked in any space adjacent to which a parking meter or multi-space pay machine is installed, the operator of said vehicle shall, upon entering said space, immediately deposit or cause to be deposited payment as set forth in § 312-5. Failure to deposit such coin or coins or other payment shall constitute a breach of this Article and subject such person to the penalty prescribed in § 312-33 hereof. Upon the deposit of such coin or coins or other payment and placing said meter in operation, such parking space may be lawfully occupied by such vehicle during the period of parking time as indicated on said parking meter, but in no case in excess of the period of parking time which has been prescribed for the part of the street in which said parking space is located.
B. 
In Zones 1, 2 and 3, the legal meter parking time shall be between the hours of 8:00 a.m. and 6:00 p.m. (prevailing time) on Mondays, Tuesdays, Wednesdays, Thursdays and Saturdays and between the hours of 8:00 a.m. and 9:00 p.m. (prevailing time) on Fridays, holidays excepted.
C. 
In Zone 4, the legal meter parking time shall be between the hours of 8:00 a.m. and 9:00 p.m. (prevailing time) on Mondays through Fridays and between the hours of 8:00 a.m. and 6:00 p.m. (prevailing time) on Saturdays, holidays excepted. If said vehicle shall remain parked in any such parking space beyond the parking limit fixed for such parking space, or as indicated on said parking meter or zone, such vehicle shall be considered as parked overtime and beyond the period of legal parking time as above set forth, and the parking of a vehicle overtime or beyond the period of legal parking time as above set forth, in any such part of a street where such meter is located shall be a violation of this Article, and the operator of such vehicle so parked shall be punished as hereinafter set forth.

Each police officer, special or Auxiliary officer and/or parking/traffic enforcement officers shall also attach to such vehicle a traffic ticket or summons showing the owner or operator thereof that such vehicle has been parked in violation of the provisions of this Article and summoning said owner or operator to appear before the Municipal Court of the City of Perth Amboy in regard to such violation. Any person charged with any traffic offense under this Article which is within the authority of the Violations Clerk may, upon signing the plea of guilty and waiver of trial on the back of the summons and upon ascertaining the fine and costs established for the offense charged, pay the fine, either by mail or in person, to the Violations Clerk prior to the return date of the summons. The Magistrate in his discretion may authorize the Violations Clerk to accept such plea and payment at any subsequent date.

Nothing contained in this Article shall be construed to permit parking of vehicles in these spaces within any zone in which by other ordinances of police regulations of the City of Perth Amboy, parking is prohibited; nor shall anything contained in this Article be construed as prohibiting the City of Perth Amboy from providing free-parking spaces for loading and unloading, for bus stops, taxicab stands, or for other matters of a similar or emergency nature.

This Article shall be deemed to be in addition and supplementary to, and not in conflict with nor a repeal of prior or existing ordinances of the city, but shall be an additional provision for the regulation of traffic and parking in those zones provided for herein.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punished by a fine not to exceed two hundred dollars ($200).
