All full-time employees shall be compensated annually for up to 15 days of absence from work by reason of illness. Employees shall have credit accumulated from year to year for the number of sick-day privileges not utilized to such time as illness or sick leave shall require and justify payment of same.

a. 
All Borough employees for whom there is provided herein an annual compensation shall be excused from the performance of their duties with continuance of pay or compensation on the following holidays:
New Year's Day
Lincoln's Birthday
Washington's Birthday
Good Friday
Memorial Day
Independence Day
Labor Day
Columbus Day
Election Day
Veterans Day
Thanksgiving Day
Christmas Day
One personal day
b. 
In the event a holiday falls on a Sunday, the following Monday shall be observed as the holiday. This provision shall not apply to part-time employees compensated on an hourly basis.

All full-time employees shall be allowed vacations from their employment with continuance of the compensation provided herein, in accordance with the following schedule:
a. 
Schedule A: regular employees.
1. 
One through five years of service: 12 working days.
2. 
Six through 10 years of service: 12 plus one working day per year up to 17 working days.
3. 
Eleven through 20 years of service: 20 working days.
4. 
Twenty-one years or more of service: 25 working days.
b. 
Schedule B: police employees.[1]

Volunteers are expected to attend all scheduled meetings of the board, committee, commission, authority or other agency that they are a member of unless they have a valid excuse for being absent. Volunteers may be removed from their position pursuant to N.J.S.A. 40A:9-12.1(g) which provides as follows:
In the case of a member of a board, committee, commission, authority or other agency, whenever the member, without being excused by a majority of the authorized members of such body, fails to attend and participate at meetings of such body for a period of eight consecutive weeks, or for four consecutive regular meetings, whichever shall be of longer duration, at the conclusion of such period, provided that such body shall notify the appointing authority in writing of such determination; provided, further, that such board, committee, commission, authority or other agency may refuse to excuse only with respect to those failures to attend and participate which are not due to legitimate illness; provided, however, that nothing in this subsection shall preclude a municipal appointing authority from adopting by ordinance a policy establishing a lower absentee threshold, provided that the ordinance shall not permit the removal of the member if the member has been absent for less than six consecutive weeks, or three consecutive meetings, whichever shall be of longer duration, without being excused, within the term of office for the position held by the individual.
The Fair Labor Standards Act (FLSA) entitles non-exempt employees to overtime compensation at a rate of 1 1/2 times the employee's regular rate of pay, for all hours worked in excess of 40 hours per week.
It is the policy of the Borough of Elmwood Park that employees in the Police Department may elect to receive "time due" in the form of time off at a rate of 1 1/2 times the hours worked in lieu of receiving payment in cash or compensatory time.
Time due shall entitle the officer to an equivalent time off but shall not entitle the employee to any future compensation in the form of cash or payment upon retirement or under any other circumstance.
Time due shall be available to employees at the discretion of the Chief of Police, and can be designated for any hours that would have been approved as overtime. In addition, time due can be sought for the following:
a. 
To attend training on employees off hours or regular schedule day off.
b. 
Enforcement and/or investigative details as coordinated and approved by the Captain of the division.
c. 
Pistol range activities.
d. 
Mandated in-service seminars.
e. 
Any other hours worked with the approval of the Chief of Police or his designee.

The anniversary date for payroll purposes only of all employees of the Borough of Elmwood Park after having completed one full year employment shall be January 1.
